Development of the Gambling Industry in Kazakhstan: Trends and Prospects

By 2025, the turnover of the gambling industry in Kazakhstan is projected to increase to $500 million, accompanied by a rise in the number of people employed in this sector to 15 thousand.

The success of the industry is supported by improvements in the legislative framework, including the introduction of the new law “On Gambling Activities in the Republic of Kazakhstan” in 2020. This law regulates various aspects of the gambling business, including licensing, taxation, control and supervision, and sets standards to protect the rights of players, prevent crime, and curb money laundering. The law also applies to online casinos, requiring them to obtain special licenses and adhere to the same rules as land-based establishments. These measures are intended to emphasize the principles of responsible gaming in the country.

In 2020, Kazakhstan’s gambling industry made a significant contribution to the state budget, accounting for about 0.1% of the country’s GDP, with a total turnover of about 40 billion tenge ($94 million). Data from the Gambling Industry Operators Association shows that around 10,000 people are employed in the sector, with the number of casino visitors reaching 2 million.


Online casinos also experienced a significant increase in their turnover, reaching $150 million in 2020, up 25% from the previous year, indicating the growing popularity of online gambling in the country. According to H2 Gambling Capital, Kazakhstan ranks 77th in the world in terms of gambling market volume, accounting for 0.03% of the global turnover.
