Kazakhstan Decides to Reduce the Number of Lottery Terminals

In Kazakhstan, as in many other countries, the gaming industry is gradually expanding, offering various opportunities for gambling entertainment. However, the introduction of gaming terminals with lottery draws can pose a serious threat to society, worsening the problems of gambling addiction.

In this regard, from 2024, the “Сәтті Жұлдыз” lottery operator intends to suspend the opening of new terminals, planning to reduce the number of such terminals to 1,250 by 2032. This step became possible thanks to the efforts of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan from the AMANAT party faction, Azattyq Ruhy reports.

Gambling addiction  is a serious illness that can have devastating consequences on the health, relationships and finances of those affected, as well as society as a whole. The introduction of gaming terminals that provide access to lottery draws increases the risk of developing gambling addiction among the population.

Moreover, gaming terminals often have attractive designs and sound effects that can attract attention and create the illusion of an easy victory for the player. This is particularly dangerous for people with gambling problems, as they may become tempted and lose control of their actions.

As Elnur Beisenbaev, a Mazhilis deputy and head of the AMANAT party faction, said in an interview with Azattyq Ruhy, the law must limit the activities of lotto clubs, because this is the same type of casino and gambling:

“According to official data, the number of green-yellow terminals in the country exceeds five thousand. That is, in each regional center there are at least 300 terminals – these are only officially registered ones. In Astana, 15-20 meters from schools, there are a lot of slot machines at the entrances to stores. These are not machines that sell lottery tickets, but a real online business, slot machines with payouts and simultaneous receipt of winnings. In addition, no person or government agency controls these machines. Mostly teenagers and students play at these terminals.”

“What’s most interesting is that the equipment for slot machines is not produced in our country, but is imported from abroad. And in addition to legitimate operators, clandestine carriers find various ways to smuggle goods through customs. Such acts are considered criminal. Therefore, it is necessary to consider banning their import.”

To date, by December 1, the number of Lotomatic lottery terminals has decreased from 25 thousand to five thousand units. The plan for 2032 provides for an additional reduction in their number to 1,250 units.
