Ukraine Sees an Increase in the Number of Gambling Addicts

The number of registered gambling addicts in Ukraine has increased eightfold over the past year.

The number of gambling addicts is growing every year, but most of them (87%) were included in the list for 2023. This is reported by Opendatabot.

Currently, Ukraine has a “Register of Ore Fans”, which limits access to gambling establishments and participation in gambling. According to the Ukrainian Regulatory Commission on Gambling and Lotteries (KRAIL), 3,871 people have been added to the register in the three years since its inception.

Ukrainians are included in the register of gambling addicts in three cases: when they submit an application for restriction on their own initiative, by decision of the Commission based on an application for restriction from a relative, or by a court decision. Thus, there are no clear statistics on the real number of gamblers in Ukraine, and the figures from the corresponding register do not reflect the whole picture.

Over the past two years, 171 people have been deregistered due to the expiration of the restriction. Of these, 60 people were deregistered in 2022, and another 111 in 2021.

99% were registered after they themselves applied for self-restraint. Only 1% were registered by decision of the Commission. At the same time, none of them were registered by court decision.

It is important that for gambling addicts in Ukraine there are only temporary bans on visiting gambling establishments – for a period of six months to three years. Upon expiration of the terms, these restrictions automatically terminate.

In addition, in December 2023, Law 9422 was adopted, prohibiting the issuance of loans to persons included in the register of gambling addicts. However, this restriction only applies if the person is included in the register as having used credit funds for gambling.
