President of Uzbekistan Shavkat Mirziyoyev signed a decree that legalized betting activities in Uzbekistan from 1 January 2025, according to the Ministry of Justice. The new law aims to prevent the flow of money out of the country and help combat gambling addiction.
According to the decree, from January 1, 2025, Uzbekistan allows the organization of games and betting activities on the Internet on the basis of licenses issued by the National Agency for Promising Projects.
Uzbekistan allows gambling to residents and non-residents over the age of 18.
Legal entities organizing lotteries, risk-based games and betting activities on the Internet will be taxed at a rate of 4 percent after deducting the winnings paid out and the stakes refunded from their total revenue obtained from these activities.
Incomes of individuals in the form of winnings obtained from lotteries and internet games conducted based on licenses granted by the Agency and from betting bets are exempt from income tax.
According to reports, the decree was developed after a thorough study of advanced foreign experience in the field of regulating risk-based games and lotteries. Therefore, a number of countries’ experiences were studied during the preparation of the decree, including Singapore, Hungary, South Korea, and Georgia.
