Kyrgyzstan Considers Legalizing Bookmaker Advertisements

Draft amendments to the Law of the Kyrgyz Republic “On Advertising” have been submitted for public discussion. 

An initiative regarding the betting market was put forward by two deputies of the local parliament. They propose allowing advertising for sports betting and betting operators to be placed in buildings where gambling takes place. Branding of bookmakers will also be possible in sports facilities and on sports uniforms. 

Transport infrastructure facilities (stations, airports, stops and other similar places) and public transport will be prohibited for advertising bookmakers. In addition, advertising of bookmakers will not be allowed in government and children’s institutions, medical and cultural organizations, as well as in printed publications for minors.

It is proposed to limit the live broadcast of bookmakers and betting advertisements or recordings of a sporting event to 20% of the actual broadcast time. 

Additionally, there are requirements for the content of such advertising, including a ban on: addressing minors; promoting betting as a source of income; presenting bets as a source of personal success and public recognition; use of statements about guaranteed winnings. 

The authors of the bill believe that these measures will help the state maintain tax revenues from advertising in the bookmaker sector, as well as promote transparency and oversight of the market.
