Brazilian Betting Laws Tighten With Mandatory On-Site Checks

The Brazilian Prize and Betting Secretariat (SPA) has introduced mandatory on-site checks as part of a new regime, with the adoption of Ordinance 1,125.

The bill will regulate and supervise the activities of licensed operators in Brazil, including new measures such as personal visits to the companies’ head offices.

From January 2025, betting operators will be subject to such visits, and data from their websites will be processed by the SPA through the newly created Betting Management System (SIGAP).

The checks can be carried out at both licensed and unlicensed head offices. If necessary, the SPA has the right to cooperate with state, county, federal police, as well as state and Union prosecutors.

SIGAP was part of the previous Ordinance 1,231, aimed at combating illegal gambling.

Operators are required to report any suspicions of match-fixing and result manipulation to the regulator via SIGAP within five working days.

If violations are detected, an investigation may be launched and if there is evidence of fraud, the SPA must notify the competent authorities for further action.
