Dutch Parliament Calls on Curacao to Tighten Gambling Laws

Dutch MPs have introduced a motion urging Curacao to strengthen gambling regulations and intensify anti-money laundering efforts. MPs Van Nispen (SP), Michon-Derksen (VVD), and Van der Werff (D66) presented the motion in a brief debate concerning the safety of the Caribbean territories under Dutch governance. 

Curacao is currently finalizing its new gambling law, LOK, which aims to enforce stricter regulatory measures for its offshore gambling industry.

Concerns persist that money laundering on the island is a serious issue, potentially linked to organized crime. The motion highlights ongoing reforms and calls for responsible gambling practices, noting that serious criminal activity could compromise governmental integrity.

In response, the Dutch government intends to consult with Curacao to ensure robust gambling oversight. Curacao could potentially be added to the Financial Action Task Force (FATF) list of jurisdictions requiring enhanced supervision, signaling a renewed commitment to reform.

Historically, Curacao’s gambling licenses have operated under a two-tier system of main licenses and sublicenses, with the latter often subject to lighter regulation—raising concerns over risks to responsible gaming and financial crime prevention. The new framework would streamline regulations, applying uniform rules to all gambling entities and potentially limiting new market entrants.

However, some observers suggest that these stricter rules could prompt companies to relocate to other jurisdictions to avoid increased oversight. Just last month, Cyberluck, one of the largest Curacao licensees, declared bankruptcy due to outstanding debts.
