Pursuant to Georgia’s Law on Organizing Lotteries, Games of Chance and Other Prize Games, as of the end of December 2025, information on 1,577,247 people has been entered into the list of individuals prohibited from participating in gambling activities, the Revenue Service reports.
Between March 1, 2022, and the present, 36,115 people were added to the Ministry of Finance Revenue Service’s database of individuals with gambling addiction: 62 by court order and 36,053 at their own request.
Since 2022, Georgia has enforced a ban on participation in gambling activities for citizens under the age of 25, all public servants, as well as individuals holding a socially vulnerable status.
The Revenue Service is responsible for maintaining the registry of addicted and prohibited persons, which includes only Georgian citizens.
According to the agency, an application to include one’s own data in the registry of dependent persons can be submitted either in writing or electronically through the authorized user page in the section “Adding Data to the Registry of Dependent Persons.”
If a person is not registered on the Revenue Service website www.rs.ge, they can use the online registration service via videocall.rs.ge.
Information about a person is added to the registry of dependent persons based on a court order in accordance with the Administrative Procedure Code of Georgia.
Under Georgian law, a family member has the right to submit a court application to include a person in the registry of dependent persons; no state fee is required for this application.
