Brazil as a Regulatory and Executive Leader — a Key Theme of SBC Summit Rio

The Leaders Track at SBC Summit Rio will allow participants to engage directly with key regulatory representatives and top executives from Brazilian companies, providing practical insights into how the country’s betting framework is being implemented and how businesses can operate confidently within the regulated market.

The track sessions will take place over two conference days — 4–5 March 2026 — at Riocentro. The program will focus on the development of Brazil’s regulated betting market in its second year, with an emphasis on policy implementation, market oversight, and ensuring long-term commercial sustainability.

Participants will have the opportunity to interact directly with representatives from the Ministry of Sport and industry executives. Special attention will be given to upcoming changes in Gross Gaming Revenue (GGR) taxation and how licensed operators can prepare for their impact on business.

The track will also cover strategic development of Brazil’s land-based sector, the role of integrated resorts in promoting tourism and regional investment, and leadership decisions necessary to operate effectively across federal, state, and municipal regulatory frameworks.

The opening session of the track will bring together representatives from Brazil’s leading regulatory bodies, giving participants practical insight into the implementation of the country’s betting framework and regulatory expectations as the market evolves.

The session “Building Unicorns: Behind the Scenes of Running and Scaling Betting Giants” will feature top executives from Brazil’s leading brands. Experts will share real-world cases of business scaling and growth under a regulated market, as well as discuss market entry strategies and leadership decisions that drive long-term success in Brazil: JD Duarte (Chairman, Betcris), Carlos Freitas (Country Manager, Novibet), Sebastian Salazar (Founder, EstelarBet), Dinos Stranomitis (COO, Altenar), and Ruben Tovmasyan (CEO, VBET Brazil).

The panel “The Tax Game: Who Plays, Pays” will explore the impact of Brazil’s tax pressures on operators. Hugo Baumgartner (Chief Business Officer, Esportes Gaming Brasil), Plínio Jorge (President, ANJL), Alessandra Lewit (Chief of Staff, BETMGM; Director, IBJR), Ariel Litvac (Compliance Director, VBET) and Rafael Marchetti Marcondes(Chief Legal Officer, Rei do Pitaco)  will analyze how these changes affect Brazil’s betting and gaming landscape and how operators can adapt their strategies to remain compliant and competitive.

Other key topics of the Leaders Track include the strategic development of Brazil’s land-based and integrated resort sector. Key representatives from IDT-CEMA and InvestRio will discuss how gaming, tourism, and regional investment can work together to unlock new revenue streams and strengthen Brazil’s position as a comprehensive entertainment destination. The sessions will also explore how this shift may impact long-term market diversification, job creation, and Brazil’s international appeal.

The track will also address broader structural questions shaping Brazil’s regulated market, including how operators and policymakers navigate overlaps between federal, state, and municipal frameworks, and how leadership priorities evolve as the market matures. These discussions aim to give delegates a clearer understanding of where Brazil’s betting and gaming industry is headed and the decisions that will define its next phase of growth.
