The owner of Okada Manila plans to strengthen its presence in the Philippine market through the launch of a new online casino platform.
Tiger Resort, Leisure and Entertainment has confirmed its intention to launch Okada Play, viewing it as a tool to tap into “new revenue sources” in the online gaming segment.
Nobuki Sato, President and Chief Operating Officer of Okada Manila, emphasized: “Okada Play marks a strategic step in scaling our digital gaming presence and reinforcing our leadership in the market.
“By expanding our platform portfolio through this partnership, we are able to reach new player segments while continuing to elevate the premium digital experience associated with the Okada brand.”
The shift toward the digital segment comes amid weakened financial results for Okada Manila in 2025, driven by a decline in VIP revenue and a reduced flow of international tourists.
In 2025, the integrated resort recorded gross gaming revenue of PHP 27.81 billion ($495 million), more than 20% lower than the previous year.
This trend is reflected across the industry: the regulator PAGCOR reported an 18.12% drop in revenues from its managed casinos to PHP 10.38 billion ($190 million), while licensed operators generated PHP 31.44 billion ($565 million), down 4.93% year-on-year.
However, Okada is entering a digital market that continues to grow: PAGCOR reported revenue of PHP 53.55 billion ($960 million) in 2025, up 9.3% compared to 2024.
“The decline in revenues from land-based casinos is largely driven by the gradual change in player behaviour, with more customers opting for digital and online gaming platforms,” explained Alejandro Tengco, Chair and Chief Executive Officer of PAGCOR, in January.
In its digital expansion, Okada Manila will be supported by the local gaming service provider PhilWeb, which will provide assistance across gaming content, platform technology, customer service, and marketing.
Earlier this year, PhilWeb was also engaged to provide similar support for Hann Casino, which aims to expand beyond its brick-and-mortar location in the Pampanga region of the Philippines into the online market.
Commenting on the new partnership, Brian Ng, President of PhilWeb Corporation, said: “By working with Tiger Resort, Leisure and Entertainment, Inc., we are enabling the extension of a globally recognised luxury gaming brand into the online space through a robust and scalable platform.”
