Court Suspends Revocation of Cosmolot’s License After PlayCity Imposes $322,000 in Fines

Last week, Ukraine’s gambling regulator PlayCity revoked the license of the online casino Cosmolot LLC (“Spacesiks”), according to the Ministry of Digital Transformation.

The reason for the decision was that, during an inspection, the regulator identified violations of financial settlement rules: the company used P2P payments and allowed account top-ups from third-party bank cards.

In addition to revoking the license, PlayCity fined Cosmolot UAH 8.6 million ($215,000) for using P2P payments and UAH 4.3 million ($107,500) for accepting funds from third-party bank cards.

The action adds to a recent series of enforcement steps by PlayCity, which has increased scrutiny of licensed operators. Spaceiks was the first gambling company to receive an operating licence under Ukraine’s 2020 Gambling Act.

However, on April 24, the Kyiv District Administrative Court granted Spacesiks’ request for interim relief, suspending the regulator’s decision to revoke its license.

The court concluded that there had been significant procedural violations during the company’s unscheduled inspection. As a result, until the dispute is finally resolved on the merits, Cosmolot’s license to conduct online gambling remains valid.

In an official statement, the company emphasized that in January 2026, it successfully passed all state inspections and received a new five-year license. The regulator confirmed the transparency of the company’s ownership structure, the complete absence of ties to Russia, its financial stability, and compliance with tax requirements.

In addition, a scheduled inspection completed two weeks ago found no violations in financial settlements or any other legal grounds for fines or license revocation.
