Lithuania’s gambling market recorded gross gaming revenue (GGR) of €65.7m in Q1 2026, a 6% increase year-on-year driven primarily by online activity. Digital channels accounted for 76% of total revenue as land-based income declined.
New data from the Lithuanian Gaming Control Authority shows that online activity continued to drive that growth, while land-based gambling declined.
Digital channels accounted for 76% of total market revenue in Q1. Online gross gaming revenue reached €50.1m, a 13.5% year-on-year increase, while land-based revenue fell 11.9% to €15.6m.
Performance varied markedly between products. Online betting revenue dropped by almost 20% to €8.7m. Among land-based offerings, table game revenue increased 6.5% to €3.8m.
Lottery activity showed moderate growth in turnover. Lottery tickets worth €40.9m were sold in the quarter, up 3.6% year-on-year, while operator payouts rose 11.2% to €23.9m.
Earlier, Lithuania has reaffirmed the use of ‘mandatory player cards’ as the cornerstone reform of its overhaul of gambling laws to be fully implemented by 2029.
Under the new framework, all customers who engage with gambling services of 18 licences land-based casinos, 50 arcade halls and 10 online licences must use a personalised gambling card linked directly to their player profile and national ID — a mandatory requirement that will be implemented via a phased approach to the Gaming Law from 2027 to 2028.
The framework combines identity verification, spending oversight and responsible gambling protections within a single system.
