Fighting Illegal Online Gambling: Azerbaijan Establishes National Cybersecurity Agency

Azerbaijan’s newly established National Cybersecurity Agency (NCA), created by a decree signed by President Ilham Aliyev, will tackle illegal betting and gambling activities. 

Operating under the Ministry of Digital Development and Transport, the agency will cooperate with licensed operators, telecommunications companies, and government bodies to combat offshore gambling operators, while also overseeing cybersecurity, monitoring threats, and protecting the country’s digital infrastructure.

Within its mandate, the NCA will be empowered to take measures against unlicensed gambling conducted through telecommunications networks. The agency will also have the authority to request information from government institutions, internet service providers, telecom operators, companies, and individuals as part of its enforcement activities.

In addition, the agency will focus on protecting critical information infrastructure and raising public awareness of cyber threats. According to Deputy Minister of Digital Development and Transport Samaddin Asadov, the new structure will build on the experience and capabilities previously developed by the Electronic Security Service.

The agency will be overseen by a Board of Directors consisting of a chairperson and three deputy chairpersons.
