Armenia has selected Malta-based Random Systems International to develop and operate a centralised monitoring system for the licensed gambling sector. The platform will record all bets in real time, while the State Revenue Committee of Armenia will have direct access to the data.
The system is mandated by Armenia’s Law on the Regulation of Gambling Activities, adopted in 2024. The platform is scheduled to become fully operational in January 2027, with the agreement set to run for 15 years.
Random Systems International Wins Tender
The Armenian government has announced Random Systems International as the winner of the tender to develop a gambling monitoring and regulation system. The company will operate the digital analysis and control platform through a subsidiary registered in Armenia.
According to Eduard Hakobyan, Chairman of Armenia’s State Revenue Committee, three companies submitted bids following the adoption of the new legislation. He highlighted Random Systems International’s experience in implementing similar projects in neighbouring Georgia.
How the Monitoring System Will Work
Under the new regulatory framework, every bet placed with a licensed operator in Armenia will be transmitted to the central system in real time. This will allow the State Revenue Committee to directly monitor activity in the gambling sector and obtain information independently of operator reporting.
Random Systems International will be responsible not only for operating the platform but also for carrying out a number of regulatory functions. In particular, the system will enable authorities to monitor compliance with responsible gambling requirements and apply established restrictions to vulnerable players and government employees.
System Launch Timeline
The creation of the monitoring system is provided for under legislative amendments adopted in Armenia in 2024. Authorities expect the platform to consolidate oversight of the licensed gambling sector within a single digital system, improving transparency and regulatory effectiveness.
The system is expected to become fully operational in January 2027 and will remain in operation for 15 years.
