Responsible Gambling Center continues international knowledge exchange to study European player protection models, supported by the Association of Ukrainian Gambling Operators

The Ukrainian nonprofit Responsible Gambling Center (RGC) continues its professional knowledge exchange and its study of responsible gambling mechanisms abroad. The Association of Ukrainian Gambling Operators supports the initiative, bringing together licensed operators and representing the interests of Ukraine’s legal gambling market.

This work builds on RGC’s ongoing efforts to establish a comprehensive national program in Ukraine to prevent risky gambling behavior and supports the state’s broader strategic direction.

The international knowledge-exchange program spans the medical, social, educational, digital, and financial areas. A key objective for the center remains studying effective European practices and adapting them for inclusion in Ukrainian legislation and state policy.

The program opened with a delegation visit to Tallinn, Estonia, from September 7 to 8. During the trip, Ukrainian specialists learned about the country’s regulatory model and its approaches to preventing gambling addiction. The delegation also met with officials from Estonia’s Ministry of Social Affairs, Ministry of Finance, and National Institute for Health Development.

Next on the international calendar of expert delegation visits to EU countries, supported by the center and the Association of Ukrainian Gambling Operators, was SBC Summit 2026 in Lisbon, Portugal, held from September 29 to October 1. One of the world’s largest industry gatherings, the summit draws regulators, government officials, operators, mental health professionals, and civil society organizations each year to discuss player protection and responsible gambling.

“We want to understand more deeply how international experience works in practice and what it delivers for society. That is why we are reviving our program of professional visits and international exchange. Ukraine can draw on the best of what Europe has developed in responsible gambling and player protection, and adapt it to our own conditions.

“Our goal is to shape a modern system for preventing risky behavior – one that unites effective regulation, support for people who need help, and a responsible approach from everyone in the market,” said Olha Isaieva, director of the Responsible Gambling Center.

With support from its partners, the center runs an ongoing research program. It recently published an analytical review of responsible gambling approaches in Britain, Norway, and Poland. The review wraps up the second stage of a broader study that has now reached around 30 countries.

The full findings – the regulatory framework, operators’ practices, and self-regulation tools in each jurisdiction – are available on the center’s website.
