Kyrgyzstan Implements a Unified State Lottery System

Kyrgyzstan has begun consolidating all private lottery operators into a single, state-controlled system.

The initiative is being carried out as part of a national program to modernize the sector and bring it in line with international standards. The project is supervised by the Information Security Center in cooperation with the state-owned enterprise Kyrgyzloto.

Under the new model, all types of lottery draws in the country will be placed under government oversight. According to authorities, the new system will ensure full transparency of financial flows, enable real-time monitoring of sales and payouts, and protect citizens from unscrupulous market participants.

The Lottery Information Processing Center will be responsible for collecting and processing real-time data, including ticket sales, draw results, and prize pool formation. Financial and fiscal supervision of the system will be carried out by the Ministry of Finance and the State Tax Service.

“Our task is to agree on the rules for conducting lotteries and to form a fund for targeted deductions. We intend to unify the draws and channel the proceeds into useful areas,” said Sherik Kasmaliev, director of Kyrgyzloto.
