Totalizator Sportowy, Poland’s state-owned gambling operator, is preparing to launch a new online casino brand, Spinky.pl.
The Spinky.pl domain has already been approved by Poland’s Ministry of Finance and added to the official register of websites authorised to operate in the gambling sector.
The Ministry of Finance is responsible for gambling policy and licensing, while the National Revenue Administration (KAS) oversees compliance with gambling regulations and enforcement.
The new brand will operate alongside Totalizator Sportowy’s existing Total Casino. As a result, the state monopoly will, for the first time, have two separate brands operating in the online casino segment.
Changes to Poland’s gambling legislation were introduced in 2017, when the Law and Justice government amended the 2009 Gambling Act, significantly strengthening state control over online gambling.
The amendments, which came into force on 1 April 2017, granted Totalizator Sportowy exclusive rights to offer online casino services. At the same time, private companies were allowed to apply for licences to operate online sports betting services.
In December 2018, Totalizator Sportowy launched Total Casino, powered by Playtech technology. The company remains the only operator authorised to provide online casino services to players in Poland.
Poland to Maintain Its Closed Market Model
The launch of Spinky does not signal Poland’s intention to liberalise its gambling market or open it up to private operators. Instead, Totalizator Sportowy plans to expand the state-controlled offering by introducing a second casino brand aimed at a different audience and catering to different consumer preferences.
According to Polish industry outlet iGaming Polska, the project has been in development for more than a year. Spinky was initially scheduled to launch in December 2025, but the rollout was postponed because the platform was not considered ready for full customer operations.
Spinky is currently undergoing closed testing with a limited number of users. Totalizator Sportowy plans to gradually expand access to the service based on the results of the initial testing phase.
While Total Casino operates on Playtech’s technology platform, Spinky will run on a proprietary platform developed by Totalizator Sportowy.
The company views the launch of the second brand as part of the government’s strategy to combat illegal gambling and encourage players using unlicensed offshore websites to move to the regulated market.
In 2025, gambling tax revenues in Poland reached a record PLN 6.24bn ($1.69bn), up 16.8% from PLN 5.34bn ($1.44bn) in 2024.
According to an estimate by the Ministry of Finance based on H2 Gambling Capital data, the unlicensed segment accounted for 27.5% of online gambling GGR in 2025, down slightly from 28.9% a year earlier.
The estimated share of the illegal market in online betting stood at around 22%, while the figure was significantly higher for online casinos, at 37.6%.
If Spinky fails to effectively attract players away from offshore casinos, the results of the project could provide additional ammunition for advocates of market liberalisation. They could use the performance of the new brand to argue that Poland should move towards a multi-operator licensing model, a change that industry representatives have been calling for for years.
