{"id":10142,"date":"2025-07-16T09:22:10","date_gmt":"2025-07-16T08:22:10","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=10142"},"modified":"2025-07-16T09:23:03","modified_gmt":"2025-07-16T08:23:03","slug":"ukraine-to-step-up-fight-against-corruption-in-gambling-industry","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/07\/16\/ukraine-to-step-up-fight-against-corruption-in-gambling-industry\/","title":{"rendered":"Ukraine to Step Up Fight Against Corruption in Gambling Industry"},"content":{"rendered":"\n<p><strong>The Ukrainian government<\/strong> will make a number of changes to the gambling industry control system, focusing on transparency and fighting corruption.<\/p>\n\n\n\n<p>The<strong> Ministry of Digital Transformation <\/strong>announced on <strong>Telegram<\/strong> its intention to create an online gambling monitoring system and invited IT companies to participate in the project.<\/p>\n\n\n\n<p>Online consultations will be held on<strong> 21 July <\/strong>and any interested IT firms have been told to register to attend by<strong> 18 July. <\/strong>The Ministry has several objectives it wants to achieve via the system.<\/p>\n\n\n\n<p>Its ideal iteration of the system would record each bet in real time, display data on accepted and returned bets and winnings, make data on market volumes public, and offer a clear understanding of how much tax should go to the state budget.<\/p>\n\n\n\n<p>The Ministry\u2019s statement clarified: \u201cThe state system will help monitor the operational activities of legal casinos, fight the shadow market, and build a predictable tax policy for the country.<\/p>\n\n\n\n<p>\u201cAt the first stage of development, we want to collect feedback from technology companies in order to develop a convenient, effective, and understandable system for all users.\u201d<\/p>\n\n\n\n<p>When it comes to regulating the country\u2019s extensive and well-established gambling industry, which despite the conflict has established an international presence. Ukrainian authorities have been prioritising clampdowns against the black market and illegal activity.<\/p>\n\n\n\n<p>Much of this has related to the ongoing Russian invasion of the country, with authorities seeking to prevent Russian influence over Ukrainian gambling and to stop Ukrainian money being gambled with Russia-based domains.<\/p>\n\n\n\n<p>The <strong>National Bank<\/strong> had previously reported that Ukrainians were spending nearly <strong>UAH<\/strong> <strong>400m (circa \u20ac8m)<\/strong> daily on online gambling, as the government faces pressure to apply a cap on gambling expenditures.<\/p>\n\n\n\n<p>A more general focus on rooting out corruption led to the government disbanding the long-time regulator of Ukrainian gambling, the <strong>Ukrainian Commission for Regulation of Gambling and Lotteries (KRAIL)<\/strong>.<\/p>\n\n\n\n<p>KRAIL had been established by President Zelensky\u2019s government back in 2020 when the prohibition og gambling, in place since 2009, was lifted. Allegations of bribery and corruption dating back prior to 2022 led to the regulator\u2019s disbandment in March 2025, however, being replaced by a new agency, <strong>PlayCity<\/strong>.<\/p>\n\n\n\n<p>Three months into PlayCity\u2019s existence, the regulator\u2019s anti-corruption remit is being expanded upon. The Ministry of Digital Transformation is creating what it calls an \u2018independent anti-corruption expert group\u2019 at PlayCity, which will include representatives of public organisations.<\/p>\n\n\n\n<p>The group will be tasked with inducing decisions and gambling reform, as well as monitoring PlayCity\u2019s activity \u2013 the latter task likely assigned to try and prevent the same corruption which arose at KRAIL occurring at its replacement.<\/p>\n\n\n\n<p>The government also seems to want to see an element of direct democracy in how PlayCity is governed. Ordinary citizens will be given a say in the group\u2019s composition via voting in the <strong>Diya<\/strong>, Ukraine\u2019s e-government app.<\/p>\n\n\n\n<p>Eligible members of the group must be representatives of public organisations who have been working on anti-corruption, gambling addiction treatment or illegal gambling prevention for at least two years.<\/p>\n\n\n\n<p>However, people currently working as civil servants and people who have worked at either PlayCity or KRAIL for the past two years, anyone related to the these specific people, and anyone who has had involvement in the gambling industry \u2013 whether as owner of an enterprise or an employee of a gambling business \u2013 are not eligible to join.<\/p>\n\n\n\n<p>Don&#8217;t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel<\/a>!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Ukrainian government will make a number of changes to the gambling industry control system, focusing on transparency and fighting corruption.
