These penalties are outlined in a directive issued by the Director of the <strong>National Agency for Perspective Projects (NAPP)<\/strong> and will take effect on <strong>October 9<\/strong>.<\/p>\n\n\n\n<p>Administrative sanctions will apply to both resident organizers of online games, lotteries, and betting activities, as well as to foreign legal entities that illegally offer such services to Uzbek citizens.<\/p>\n\n\n\n<p>Foreign companies that organize <strong>online gambling, lotteries, or betting<\/strong> in Uzbekistan without a license will face fines of <strong>25,000 base calculation units (BCUs), equivalent to approximately 10.3 billion Uzbek soums (approximately<\/strong> <strong>$813,000<\/strong>). The same fine applies to opening <strong>casinos, stationary or mobile gaming halls<\/strong>, and other gambling venues.<\/p>\n\n\n\n<p>For violations of laws related to <strong>anti-money laundering<\/strong> and <strong>improper handling of personal data<\/strong>, organizers will be fined <strong>15,000 BCUs, equivalent to approximately 6.18 billion soums (around<\/strong> <strong>$490,000<\/strong>).<\/p>\n\n\n\n<p>Accepting funds for participation in <strong>illegal gambling<\/strong>, the <strong>purchase of lottery tickets<\/strong>, or the <strong>placement of bets<\/strong> will result in a <strong>fine of 10,000 BCU,<\/strong> <strong>equivalent<\/strong> to approximately <strong>4.12 billion soums<\/strong> (<strong>$326,000<\/strong>). The same penalty applies to violations of <strong>advertising regulations<\/strong> in the gambling and betting sectors.<\/p>\n\n\n\n<p>Fines for other types of violations are calculated as a <strong>percentage of the minimum charter capital<\/strong> (MCC) required for gambling companies. Organizers can be fined for up to <strong>35 types of violations<\/strong>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lack of a license<\/li>\n\n\n\n<li>Operating through foreign servers<\/li>\n\n\n\n<li>Involving minors in gambling<\/li>\n\n\n\n<li>Using the words &#8220;state&#8221; or &#8220;national&#8221; in names<\/li>\n\n\n\n<li>Violating data storage rules, among others.<\/li>\n<\/ul>\n\n\n\n<p>However, the total fine cannot exceed <strong>1% of the minimum charter capital<\/strong>.<br>According to licensing requirements:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organizers of <strong>online gambling and betting<\/strong> must have a <strong>charter capital<\/strong> of at least <strong>56.25 billion soums<\/strong> (150,000 BCUs or <strong>$4.5 million<\/strong>).<\/li>\n\n\n\n<li>For <strong>lotteries<\/strong>, the minimum is <strong>20.62 billion soums<\/strong> (55,000 BCUs or <strong>$1.6 million<\/strong>).<\/li>\n<\/ul>\n\n\n\n<p>A <strong>reserve fund<\/strong> is also required:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>25.5 billion soums<\/strong> (75,000 BCUs or <strong>$2 million<\/strong>) for gambling<\/li>\n\n\n\n<li><strong>13.6 billion soums<\/strong> (40,000 BCUs or <strong>$1.08 million<\/strong>) for lotteries.<\/li>\n<\/ul>\n\n\n\n<p>All financial transactions must be conducted through the <strong>Unified State Register of Bets and Players (USRBP)<\/strong>, which will include a list of players, restrictions, financial transactions, and prize payouts. The NAPP will be authorized to set monthly spending limits for players.<\/p>\n\n\n\n<p><strong>Fifty percent of the collected fines<\/strong> will be allocated to the <strong>state budget<\/strong>, and the remaining fifty percent will be transferred to the <strong>NAPP&#8217;s accounts in a commercial bank<\/strong>. The directive also clarifies that paying the fine does not exempt violators from other legal responsibilities.<\/p>\n\n\n\n<p>When deciding whether to impose a fine, the agency will consider:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Frequency and duration<\/strong> of the violations<\/li>\n\n\n\n<li><strong>Impact<\/strong> on players\u2019 financial well-being<\/li>\n\n\n\n<li><strong>Likelihood<\/strong> of correcting the violations as a result of the fine<\/li>\n\n\n\n<li><strong>Causes<\/strong> of the identified issues<\/li>\n\n\n\n<li><strong>Effectiveness<\/strong> of previously applied enforcement measures<\/li>\n<\/ul>\n\n\n\n<p>The Director of the Agency imposes fines based on conclusions from a working commission on sanctions. A copy of the decision is sent to violators in writing within <strong>three working days<\/strong>, specifying the amount, <strong>payment deadline (15 days)<\/strong>, and payment details.<\/p>\n\n\n\n<p>Organizers of online games, lotteries, and betting, as well as foreign entities, have the right to appeal the fine within <strong>15 days<\/strong> of receiving the decision.
