Although the political situation in Thailand<\/strong> seems to have stabilised, optimism around the gambling bill<\/strong> is fading. The document, which once had the potential to change the fate of gambling regulation in the country, came under threat after the resignation of former Prime Minister Paetongtarn Shinawatra<\/strong>.<\/p>\n\n\n\n

Optimism further declined following news that Anutin Charnvirakul<\/strong>, leader of the Bhumjaithai Party, became the country\u2019s 32nd Prime Minister. He had previously opposed the integrated resorts bill, arguing that it would negatively affect the flow of tourists from China. One of his key opposition initiatives was also a proposal to hold a referendum on casino legalisation – a move that significantly slowed the bill\u2019s progress.<\/p>\n\n\n\n

At the same time, while serving as Deputy Prime Minister in the coalition government, Charnvirakul stressed the importance of creating a National Gambling Commission in the event of legalisation. He noted that this could help move underground gambling into the legal sphere.<\/p>\n\n\n\n

And although it seems unlikely that the integrated resorts bill will return to the agenda, the country\u2019s economic situation may force Charnvirakul to reconsider his stance.<\/p>\n\n\n\n

Judging by his past actions, the main motivation for reviving the bill could be the fight against illegal gambling and the desire to establish transparent regulation.<\/p>\n\n\n\n

For reference, Shinawatra had been a strong supporter of the bill. She emphasised the economic growth that casinos within integrated resorts – aimed at attracting international tourism – could bring. Bangkok, Chonburi, Chiang Mai, and Phuket<\/strong> were considered as potential host regions for such resorts, with no more than 10% of floor space allocated to casino activities.<\/p>\n\n\n\n

However, the initiative faced resistance from the public and opposition parties. According to data from the National Institute of Development Administration (NIDA<\/strong>) published in July, 57% of respondents opposed the creation of entertainment centres and casinos, echoing previous figures showing 59% opposition.<\/p>\n\n\n\n
