{"id":10875,"date":"2025-09-23T13:25:58","date_gmt":"2025-09-23T12:25:58","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=10875"},"modified":"2025-09-23T13:32:38","modified_gmt":"2025-09-23T12:32:38","slug":"latvia-tightens-gambling-regulation-ahead-of-broad-tax-increases","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/09\/23\/latvia-tightens-gambling-regulation-ahead-of-broad-tax-increases\/","title":{"rendered":"Latvia Tightens Gambling Regulation Ahead of Broad Tax Increases"},"content":{"rendered":"\n<p><strong>Latvia<\/strong> will restructure its gambling supervision system and sharply raise taxes in the sector as part of the 2026 state budget.<\/p>\n\n\n\n<p>Finance Minister <strong>Arvils A\u0161eradens<\/strong> confirmed that the <strong>Lottery and Gambling Supervision Inspectorate (IAUI)<\/strong> will be integrated into the <strong>State Revenue Service (SRS)<\/strong> earlier than planned &#8211; from 1 April 2026.<\/p>\n\n\n\n<p>The move, approved by Prime Minister <strong>Evika Sili\u0146a\u2019s<\/strong> cabinet, is aimed at reducing duplication between the two agencies and strengthening financial control ahead of higher gambling taxes. It is also considered one of the measures to combat money laundering within a single authority.<\/p>\n\n\n\n<p>\u201cThe integration of gambling oversight into the State Revenue Service will allow us to establish unified management faster, make better use of our resources and deliver higher-quality services to the public,\u201d A\u0161eradens told a government briefing.<\/p>\n\n\n\n<p>The government has framed the reforms as part of a broader <strong>\u201ctax raid\u201d<\/strong> on adult sectors to secure new revenues for state priorities. The 2026 budget earmarks <strong>\u20ac565m in additional spending<\/strong>, with<strong> \u20ac320m for security, \u20ac94.8m for family support, and \u20ac45m for education<\/strong>, financed through both tax hikes and spending cuts across ministries.<\/p>\n\n\n\n<p>From <strong>1 January 2026<\/strong>, gambling taxes will rise significantly. The annual rate per gaming machine will increase from <strong>\u20ac6,204 to \u20ac7,440<\/strong>, while roulette, card and dice tables will be taxed at <strong>\u20ac40,440 per year, up from \u20ac33,696<\/strong>. The tax rate for telephone games of chance, betting and wagers will climb from 15% to 18% of revenue, bingo will increase from 10% to 12%, and interactive gambling will rise from 12% to 15%.<\/p>\n\n\n\n<p>According to Finance Ministry estimates, these measures will generate an <strong>additional \u20ac9.2m<\/strong>, of which<strong> \u20ac9bn <\/strong>will go to the state budget and <strong>\u20ac175,000 <\/strong>to municipalities.<\/p>\n\n\n\n<p>The budget also confirms <strong>steep increases in tobacco excise duties,<\/strong> with <strong>5%<\/strong> rises planned in 2026 and 2027 and an average <strong>15% hike in 2028<\/strong>, excluding cigars, cigarillos and e-liquids.&nbsp;<\/p>\n\n\n\n<p>Alcohol duties will also be raised, including an additional <strong>\u20ac15 per 100 litres of absolute alcohol<\/strong> on spirits from March 2026, followed by a 10% increase on all alcoholic beverages, including beer, from March 2028.<\/p>\n\n\n\n<p>A <strong>new 10% excise duty<\/strong> has been added to the fiscal package, though observers caution that it may be reconsidered depending on the outcome of the October 2026 elections.<\/p>\n\n\n\n<p>By merging the IAUI into the SRS, the government intends to consolidate licensing, tax collection, enforcement and anti-money laundering oversight within a single authority.&nbsp;<\/p>\n\n\n\n<p>Officials argue that this will cut administrative burdens, eliminate overlapping processes, and provide greater transparency in public administration as Latvia tightens its fiscal regime for 2026\u201327.<\/p>\n\n\n\n<p>Don&#8217;t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel<\/a>!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Latvia will restructure its gambling supervision system and sharply raise taxes in the sector as part of the 2026 state budget.
