{"id":10887,"date":"2025-09-24T09:27:52","date_gmt":"2025-09-24T08:27:52","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=10887"},"modified":"2025-09-24T09:27:56","modified_gmt":"2025-09-24T08:27:56","slug":"technology-to-shape-uae-gaming-regulatory-framework","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/09\/24\/technology-to-shape-uae-gaming-regulatory-framework\/","title":{"rendered":"Technology to Shape UAE Gaming Regulatory Framework"},"content":{"rendered":"\n<p>The <strong>United Arab Emirates<\/strong>\u2019 gaming market continues to take shape, with regulators promising to provide a platform for \u201cout-of-the-box\u201d innovation.<\/p>\n\n\n\n<p>Speaking at<strong> SBC Summit<\/strong> Lisbon, <strong>Kevin Mullally<\/strong>, CEO of the <strong>General Commercial Gaming Regulatory Authority (GCGRA)<\/strong>, the country\u2019s regulator, confirmed that technology will define the jurisdiction\u2019s regulatory framework, not the other way around.<\/p>\n\n\n\n<p>\u201cFigure out how to entertain your customers in the best way you can, and we will figure out a way to regulate it,\u201d he told attendees.<\/p>\n\n\n\n<p>\u201cWhatever you bring us, we will design a way, we will make sure it\u2019s safe. We will make sure that we have data to ensure that the customer experience is protected. We want the technology providers to focus on entertainment, not look at the regulations and have to design games within this box.\u201d<\/p>\n\n\n\n<p>The UAE embarked on its journey toward legalizing gaming in 2023, appointing Mullally, an industry veteran and former Gaming Laboratories executive, to lead the transformation.<\/p>\n\n\n\n<p>In August last year, <strong>The Game LLC<\/strong> received the country\u2019s first gaming license, authorizing it to operate the UAE Lottery.<\/p>\n\n\n\n<p><strong>Christina Hu<\/strong>, Chief Strategy Officer of <strong>Momentum<\/strong>, whose subsidiaries run the UAE Lottery, emphasized that the market\u2019s openness encourages innovation.<\/p>\n\n\n\n<p>She said: \u201cEvery regulation, in my experience, is designed to drive innovation and to make it easier to do business for all sizes of companies, small, medium and large. From my perspective, the regulations and tax scheme are all designed to enable innovation.\u201d&nbsp;<\/p>\n\n\n\n<p>The most significant entrant into the UAE gaming market is <strong>Wynn Resorts<\/strong>, which is developing the <strong>$3.9bn Wynn Al Marjan Island integrated resort<\/strong>, scheduled to open in March 2027.<\/p>\n\n\n\n<p>This week, <strong>Abdulla Al Abdouli<\/strong>, CEO of <strong>Marjan<\/strong>, which is delivering the project alongside Wynn and <strong>RAK Hospitality Holding<\/strong>, confirmed that construction remains on track.<\/p>\n\n\n\n<p>\u201cIt is one of the biggest projects in the UAE and one of the most anticipated in the region. It will increase the number of visitors to the emirate,\u201d he told <em>Khaleej Times<\/em>.&nbsp;<\/p>\n\n\n\n<p>\u201cThe Wynn resort will provide an offering, but supporting it requires residential units and apartments as well. Many businesses will be created there. It will be an integral part of Ras Al Khaimah\u2019s economy.\u201d<\/p>\n\n\n\n<p>Speaking at SBC Summit Lisbon, <strong>David Patent<\/strong>, EVP of Wynn Al Marjan Island, outlined the opportunities that come with building the resort from scratch.<\/p>\n\n\n\n<p>Planned innovations include real-time customer alerts, smart tables \u201cfor virtually all games,\u201d and personalized, real-time marketing at both slot machines and table games.<\/p>\n\n\n\n<p>\u201cWe\u2019ll be taking [marketing] to a much more granular level than anybody\u2019s done previously,\u201d he said. \u201cBecause we get to start from scratch and we do not have a legacy database or data model around our necks, we\u2019re actually able to build this from scratch and so our data model will allow us to understand our customers from a 360-degree experience world.\u201d<\/p>\n\n\n\n<p><strong>Craig Billings<\/strong>, CEO of Wynn Resorts, estimates the UAE gaming market could reach <strong>$5bn<\/strong>.<\/p>\n\n\n\n<p>Although the UAE has a population of just 11.5 million, it welcomes more than 20 million visitors annually.
