As regulated markets become increasingly widespread around the world, there is growing attention on player protection measures. Operators are under mounting pressure to implement all possible mechanisms to prevent the development of problem gambling behavior. However, according to 1xBet\u2019s Strategic Advisor Simon Westbury,<\/strong> this is becoming increasingly difficult without effective and constructive dialogue with regulators.<\/p>\n\n\n\n

In an exclusive interview with SBC News<\/strong> at SBC Summit 2025<\/strong>, Westbury warned that without open communication, operators will be unable to achieve either transparency or consistency in ensuring proper player protection. He spoke following the publication of a joint 1xBet<\/strong> and SBC Media<\/strong> study on player protection in Western European markets.<\/p>\n\n\n\n

\u201cI think what we saw was regulators were viewed more like enforcement agents rather than people you could have a conversation with,\u201d he said. \u201cI\u2019m talking about the three Cs<\/strong>. It was clear that we needed more communication <\/strong>between regulators and operators. Operators are asking for more clarity <\/strong>and also consistency<\/strong>.\u201d <\/p>\n\n\n\n

Some of the findings in the report include that 60% of operators<\/strong> marked the regulation in their primary jurisdiction as seven out of 10, with 43% saying<\/strong> they were unsatisfied, and 26% adding <\/strong>they were worried about the clarity of the information they had. <\/p>\n\n\n\n

Some anecdotal data included that some UK<\/strong> operators are nervous to engage with the UKGC<\/strong>, because they didn\u2019t want to look stupid, and Swedish operators looking at how enforcement was done in court cases to understand how the regulations should be applied.<\/p>\n\n\n\n

\u201cI think it\u2019s slightly concerning,\u201d Westbury added. \u201cIf we\u2019re the standard bearer in Western Europe for player protection, then we\u2019ve got a lot of work to do.\u201d<\/p>\n\n\n\n

Further stats within the body of research included that 30% of respondents said they apply the most stringent regulation if they\u2019re multi-jurisdictional.<\/p>\n\n\n\n

Westbury said that this simply isn\u2019t conducive to being a global gambling operator. <\/p>\n\n\n\n

\u201cNow that\u2019s mental,\u201d he exclaimed. \u201cIn terms of personalisation and localisation for players, you have to suit people individually. Someone in Spain is different from someone in France.\u201d<\/p>\n\n\n\n

One consistent theme that Westbury identified was that there are clearly improvements required in operators\u2019 dealings with regulators in most western European markets. <\/p>\n\n\n\n

He explained: \u201cI think it\u2019s clear that everyone\u2019s working towards the same goal on player protection, but there\u2019s different rulebooks and different standards. <\/p>\n\n\n\n

\u201cOperators are confused and I don\u2019t want to be too critical of regulators, but you can\u2019t have an operator in a highly regulated market scared to engage with the regulator. That doesn\u2019t make any sense to me.\u201d<\/p>\n\n\n\n

In some quarters, particularly throughout media reports and political lobbies, there are accusations that the gambling industry doesn\u2019t do enough on player protection leaving certain segments of consumers vulnerable to the risks of problem gambling. <\/p>\n\n\n\n

When SBC News <\/em>put the question to Westbury, he didn\u2019t outright refute the claims, but noted that operators cannot be solely responsible for any harm.<\/p>\n\n\n\n

\u201cI think sometimes there\u2019s a facade that we\u2019re trying to do enough, but this report actually shows quite clearly there\u2019s some challenges,\u201d he said. \u201cMaybe that isn\u2019t a facade. Maybe we are trying to do everything we can. <\/p>\n\n\n\n

\u201cBut when you read a regulation that\u2019s written in beautiful legal language and you engage with a regulatory body and they just send you back the guidance, it\u2019s not really helpful. You have to understand these guys are civil servants; they are enacting the regulation, but if it\u2019s not clear, how can you enact it? <\/p>\n\n\n\n

\u201cThat\u2019s the challenge. It\u2019s not that we\u2019re not doing enough. I think at times we\u2019re trying and failing, but I\u2019m not going to put that on anyone\u2019s responsibility.\u201d<\/p>\n\n\n\n

So if there is no responsibility for some of the failings, who should take responsibility for player protection. While a nuanced discussion, Westbury did outline that players cannot be held responsible for addictive personality, whether that is for gambling or alcohol or any other addictive behaviour. <\/p>\n\n\n\n

He added that certain regulator actions mean that in certain circumstances they must bear the brunt.<\/p>\n\n\n\n

For example, in Spain<\/strong> \u2013 one jurisdiction in which 1xBet is licensed \u2013 the DGOJ<\/strong> regulator is introducing an algorithm to act as a standardised form of risk detection for problem gambling. <\/p>\n\n\n\n

He said: \u201cI think this is why this algorithm that they\u2019ve developed in Spain is going to be very interesting, because the onus really isn\u2019t on the operator, it\u2019s on the regulatory body to develop that algorithm and make that algorithm effective. If the operator has that algorithm and the algorithm doesn\u2019t work, it\u2019s not on the operator. It\u2019s not our algorithm.\u201d <\/p>\n\n\n\n

Ultimately, though, Westbury did note that operators must take the majority of the responsibility, adding: \u201cThe onus has to be on the operator but the problem is when you put the onus on the operator and the regulations aren\u2019t clear, there becomes a grey area which can be exploited, positively or negatively.\u201d<\/p>\n\n\n\n

The conversation turned towards best practices for responsible gambling and while tools like deposit limits and interventions are commonplace, 1xBet\u2019s advisor noted that dialogue between all stakeholders<\/strong> can help improve things even more. <\/p>\n\n\n\n

That is why 1xBet decided to publish research \u2013 to begin a wider conversation around player protection<\/strong> in western European jurisdictions, often touted as some of the leading lights for responsible gambling measures. <\/p>\n\n\n\n

Westbury noted: \u201cWe are a global company, but we have to have local specificity and that varies from market to market, because our edges are different, and also the regulations are different. We\u2019re not asking for uniform regulations, but we just need more dialogue. <\/p>\n\n\n\n

\u201cI don\u2019t think there is a best standard at the moment. I think this report shows that, and I think that this isn\u2019t a one off that we\u2019re doing.\u201d<\/p>\n\n\n\n

Finding best practices also include identifying the measures that are most effective in the player protection sector. But how can the industry actually measure this? <\/p>\n\n\n\n

Westbury acknowledged that this can be a difficult task, but he pointed out that ensuring that keeping players in regulated markets can be a good barometer and this is driving 1xBet\u2019s interest in acquiring licences around the world. <\/p>\n\n\n\n

\u201cThe effectiveness is in identifying problem gamblers at the earliest stage so that nothing gets out of control,\u201d he said. \u201cHow successful we are is pretty indeterminable to understand, because if you stop one and you find one problem gambler, that\u2019s a result. <\/p>\n\n\n\n

\u201cIt\u2019s like everything, you can\u2019t stop everyone and people in this day and age always find a way. That\u2019s where we really need to work as an industry, because the black markets are growing in all countries and when the player goes there, they lose all aspects of protection.\u201d<\/p>\n\n\n\n

1xBet\u2019s report into player protection in Western European markets is the first of a series of reports that the operator is producing on player protection <\/strong>in different regions. The company is looking to further its commitment to player protection and hopes that by producing research, it can provide valuable input into the conversation. <\/p>\n\n\n\n

\u201cYou\u2019re never going to make regulation and player protection sexy, but I think this report is interesting,\u201d he said. \u201cI\u2019m looking forward to our other regional reports because the findings are going to guide where we go as an industry, and actually they give us a platform to elevate our performance as operators and regulators.\u201d<\/p>\n\n\n\n
