{"id":11084,"date":"2025-10-13T13:07:25","date_gmt":"2025-10-13T12:07:25","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=11084"},"modified":"2025-10-13T13:07:30","modified_gmt":"2025-10-13T12:07:30","slug":"pagcor-recognized-for-economic-contributions-amid-ongoing-gambling-ban-debate","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/10\/13\/pagcor-recognized-for-economic-contributions-amid-ongoing-gambling-ban-debate\/","title":{"rendered":"PAGCOR Recognized for Economic Contributions Amid Ongoing Gambling Ban Debate"},"content":{"rendered":"\n<p>The Philippine gaming regulator <strong>PAGCOR<\/strong> has been commended by the <strong>Department of Finance (DOF)<\/strong> for its substantial contribution to the country\u2019s fiscal revenues.<\/p>\n\n\n\n<p>The DOF reported that in 2024, the <strong>National Treasury received <\/strong>PHP12.7 billion ($220 million) in dividends from PAGCOR.<\/p>\n\n\n\n<p>According to the latest figures, PAGCOR ranked third among all Government-Owned and Controlled Corporations (GOCCs) in total budget contributions, behind Landbank of the Philippines (PHP33.5 billion \/ $580 million) and Bangko Sentral ng Pilipinas (PHP18.9 billion \/ $330 million).<\/p>\n\n\n\n<p>\u201cAs a government corporation, we take pride in being a reliable partner of the Department of Finance in strengthening the country\u2019s fiscal stability and supporting programs that improve citizens\u2019 quality of life and promote sustainable growth,\u201d said PAGCOR Chairman and CEO <strong>Alejandro Tengco.<\/strong><\/p>\n\n\n\n<p>In early 2025, PAGCOR reported PHP59 billion ($1.03 billion) in net income, driven by gross gaming revenues (GGR) of PHP214.8 billion ($3.74 billion) for the first half of the year \u2014 a 14% increase compared to the same period in 2024.<\/p>\n\n\n\n<p>Electronic gaming \u2014 including E-Games, E-Bingo, and Bingo \u2014 accounted for PHP114.83 billion ($2.0 billion), or 53.47% of total GGR.<\/p>\n\n\n\n<p>As a result, PAGCOR\u2019s contributions to national development rose to PHP38.1 billion ($663 million), marking a 20% year-on-year increase.<\/p>\n\n\n\n<p>\u201cOur first-half performance reaffirms PAGCOR\u2019s role as a key government partner. We remain focused on strengthening our regulatory framework to ensure that revenues from licensed gaming continue to serve the public good,\u201d Tengco emphasized.<\/p>\n\n\n\n<p><strong>Online Gaming Remains Under Pressure<\/strong><\/p>\n\n\n\n<p>The future of the Philippines\u2019 regulated online gaming sector remains uncertain as senators debate several bills aimed at tightening restrictions \u2014 or, in the case of the Anti-Online Gambling Act of 2025, banning the industry altogether.<\/p>\n\n\n\n<p>Against this backdrop, Tengco has publicly defended the legal market, highlighting the economic importance of regulated gambling to the nation.<\/p>\n\n\n\n<p>He also warned that a total ban would drive players toward the already significant black market.<\/p>\n\n\n\n<p>\u201cPAGCOR remains committed to strengthening regulation and enforcement to ensure that only legitimate and properly monitored operators are allowed to operate,\u201d Tengco stated at a Light &amp; Wonder symposium.<\/p>\n\n\n\n<p>\u201cIllegal sites not only deprive the government of much-needed revenues but also expose Filipino players to numerous risks.\u201d<\/p>\n\n\n\n<p>In early October, Philippine authorities launched a large-scale crackdown on illegal online gambling.<\/p>\n\n\n\n<p>The Cybercrime Investigation and <strong>Coordinating Center (CICC)<\/strong> identified over 1,000 unlicensed gambling websites, while Digital Pinoy, a civil society group, reported 627 gambling-related URLs flagged by partner organizations.<\/p>\n\n\n\n<p>Recognizing the scale of the problem, PAGCOR allocated PHP50 million ($870,000) to the <strong>National Bureau of Investigation (NBI)<\/strong> to strengthen efforts against black-market operators.<\/p>\n\n\n\n<p>Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Philippine gaming regulator PAGCOR has been commended by the Department of Finance (DOF) for its substantial contribution to the country\u2019s fiscal revenues.
