Online gambling licensees in Italy<\/strong> must declare their primary domain for commercial activities by 13 November 2025<\/strong>, as the Customs and Monopolies Agency (ADM)<\/strong> implements a key measure of the updated online gambling regulations in the country.<\/p>\n\n\n\n

The instruction, published in a new circular by ADM\u2019s Remote Gaming and Betting Office<\/strong> and signed by Antonio Giuliani<\/strong>, requires all licensed operators to operate under a single official website. This is intended to ensure greater transparency and control over remote gambling activities.<\/p>\n\n\n\n

According to the order, all successful concession applicants must officially report the URL of their official website to the ADM by 31 October 2025<\/strong>, even if it is already active. Starting mid-November, all other domain names, mirror sites and \u201cskins\u201d associated with a licensee\u2019s main portal must be deactivated and removed from DNS records in cooperation with Internet Service Providers (ISPs).<\/p>\n\n\n\n

The ADM stated that the directive aims to put an end to the proliferation of multiple domains used by licensed operators and to strengthen the traceability of player activity. This is a key principle of Italy\u2019s newly restructured online gambling system.<\/p>\n\n\n\n

Temporary redirects will be allowed until 31 December 2025 and only for operators that are part of temporary business consortiums (RTIs). The exception is intended to ensure continuity of service for existing player accounts during the transition period.<\/p>\n\n\n\n

The ADM warned that failure to comply with the new requirements will result in suspension of operations, while repeated violations will lead to the revocation of the concession.<\/p>\n\n\n\n

In September, the ADM confirmed that it had issued licences to 46 operators <\/strong>(both foreign and domestic), covering a total of 52 individual concessions<\/strong>. These figures represent the first wave of approvals under the new regime ahead of the full activation of Italy\u2019s market in 2026.<\/p>\n\n\n\n

One of the main objectives of the reorganisation of Italy\u2019s online gambling sector is to reduce the number of active brands on the market and to eliminate \u201cskin sites,\u201d which previously allowed operators to promote individual products or verticals to consumers.<\/p>\n\n\n\n

Under the new rules, operators are prohibited from using secondary websites to separately promote or advertise products and services. Instead, each licence holder must market all gambling activities under a single authorised domain, for example: Betfair.it, bet365.it, or Stake.it.<\/p>\n\n\n\n

In the final part of the notice, the ADM confirmed that Lotto, Scratch & Win, and SuperEnalotto<\/strong> concessionaires will be granted formal authorisations by 7 November to accept stakes and manage games on behalf of new online licensees already approved under the regime.<\/p>\n\n\n\n

The order is part of ADM\u2019s wider effort to consolidate market oversight following the launch of updated nine-year online concessions – each valued at \u20ac7 million <\/strong>– and to prepare for the full commercial activation of the regime in 2026.<\/p>\n\n\n\n
