{"id":11341,"date":"2025-11-03T11:37:46","date_gmt":"2025-11-03T11:37:46","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=11341"},"modified":"2025-11-03T11:37:49","modified_gmt":"2025-11-03T11:37:49","slug":"romania-blacklists-polymarket-over-election-betting-surge","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/11\/03\/romania-blacklists-polymarket-over-election-betting-surge\/","title":{"rendered":"Romania Blacklists Polymarket Over Election Betting Surge"},"content":{"rendered":"\n<p><strong>Romania\u2019s National Office for Gambling (ONJN)<\/strong> has blocked access to <strong>Polymarket<\/strong> following a sharp increase in unlicensed activity during the recent elections.<\/p>\n\n\n\n<p>ONJN confirmed that the blockchain-based prediction and event-trading platform has been added to the national blacklist of unlicensed gambling operators, citing an \u201cexplosive increase\u201d in user activity during both the presidential and local elections.<\/p>\n\n\n\n<p>According to the regulator, transaction volume on Polymarket exceeded <strong>$600m <\/strong>during the presidential race, and<strong> $15m<\/strong> more was recorded during Bucharest\u2019s local elections. Although these figures represent the total value of trades between users rather than individual bets, ONJN stated that they show a \u201csignificant level of unregulated betting activity taking place outside state control.\u201d<\/p>\n\n\n\n<p>The Office maintains that, despite positioning itself as an \u201cevent-trading\u201d or \u201cprediction\u201d platform, Polymarket meets the definition of a \u201cpeer-to-peer betting operator.\u201d Authorities argue that the platform\u2019s functionality enables users to wager on future events across various markets, while Polymarket charges a commission on placed bets without holding a Romanian gambling licence.<\/p>\n\n\n\n<p>ONJN warned that such unlicensed activity undermines player protection, AML compliance, tax oversight, and Romania\u2019s state monopoly on gambling.<\/p>\n\n\n\n<p>\u201cIt would set a dangerous precedent to allow peer-to-peer betting to be repackaged as trading,\u201d the Office stated, noting the growing public perception of Polymarket as a \u201csmart betting alternative\u201d despite its lack of authorisation.<\/p>\n\n\n\n<p>The regulator reminded users that participating in or promoting unlicensed gambling is a violation under <strong>Government Emergency Ordinance 77\/2009<\/strong> and may result in fines for both players and promoters.<\/p>\n\n\n\n<p>Romania is now the fourth European market to take action against Polymarket, following Belgium, France, and Poland.<\/p>\n\n\n\n<p><strong>France<\/strong> banned Polymarket back <strong>in 2024<\/strong>, after the <strong>Autorit\u00e9 Nationale des Jeux (ANJ)<\/strong> launched an investigation into a \u20ac30m prediction placed by an alleged French national on the US election, which led to geoblocking of French users.<\/p>\n\n\n\n<p>In <strong>Poland<\/strong>, the Ministry of Finance added polymarket.com to its <strong>Register of Illegal Gambling Domains<\/strong>, triggering ISP and payment service restrictions. In Belgium, the<strong> Gaming Commission (KSC) <\/strong>blacklisted Polymarket in January 2025, obliging ISPs to block access due to repeated violations of national gambling law.<\/p>\n\n\n\n<p>Coordinated actions across the EU reflect a unified stance: prediction markets constitute gambling when users stake value on uncertain future events &#8211; regardless of blockchain technology or tokenised settlement.<\/p>\n\n\n\n<p>Despite rapid global growth, Polymarket does not hold a gambling licence in either the EU or EEA. The platform has also faced restrictions in the US from the<strong> Commodity Futures Trading Commission (CFTC)<\/strong>.<\/p>\n\n\n\n<p>Polymarket CEO <strong>Shayne Coplan<\/strong> has previously stated that the company aims to operate \u201cwithin regulatory frameworks\u201d in the US. Earlier, the company acquired <strong>QCEX<\/strong> &#8211; a CFTC-licensed exchange platform &#8211; <strong>for $112m<\/strong>.
