{"id":11457,"date":"2025-11-13T09:20:37","date_gmt":"2025-11-13T09:20:37","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=11457"},"modified":"2025-11-13T09:20:41","modified_gmt":"2025-11-13T09:20:41","slug":"paraguay-announces-tender-for-quinela-nacional","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/11\/13\/paraguay-announces-tender-for-quinela-nacional\/","title":{"rendered":"Paraguay Announces Tender for Quinela Nacional"},"content":{"rendered":"\n<p><strong>Paraguay<\/strong> continues to reform its gambling laws and contracts in line with the directives of President <strong>Santiago Pe\u00f1a<\/strong>.<\/p>\n\n\n\n<p>This week, the <strong>National Gambling Commission of Paraguay (CONAJZAR)<\/strong>, acting under instructions from the <strong>Colorado Party<\/strong> government, announced the launch of a historic tender for <strong>Quinela Nacional<\/strong> &#8211; the country\u2019s popular small lottery draws.<\/p>\n\n\n\n<p>The regulator confirmed it had received an order to \u201cchange the management model of Quinela\u201d by allowing up to <strong>three new operator licenses<\/strong> to be granted. This reform will put an end to the single-operator system that has been in place for decades.<\/p>\n\n\n\n<p>According to <strong>SBC Noticias<\/strong>, this is the <strong>first tender in five years<\/strong>. In 2020, CONAJZAR awarded management of Quinela Nacional to <strong>TDP (Tecnolog\u00eda en Desarrollo de Paraguay S.A.)<\/strong>, a company responsible for overseeing the lottery\u2019s retail network, draw operations, and digital ticket sales.<\/p>\n\n\n\n<p>Tender documents will be available for purchase from <strong>November 17<\/strong> at a price of <strong>100 million guaran\u00edes<\/strong> (approximately <strong>\u20ac12,500<\/strong>). The new concession system will come into force in <strong>January 2026<\/strong> and will remain valid until <strong>2031<\/strong>. The current operator will continue to manage the lottery until the new licenses are issued early next year.<\/p>\n\n\n\n<p>According to CONAJZAR President <strong>Carlos Liseras<\/strong>, Quinela Nacional remains the commission\u2019s <strong>main source of income<\/strong>, generating over <strong>9.3 million guaran\u00edes (\u20ac1.15 million)<\/strong> per month for the state. This amount is adjusted annually in line with the <strong>Consumer Price Index<\/strong> published by the <strong>Central Bank of Paraguay<\/strong>.<\/p>\n\n\n\n<p>\u201cThe Quiniela is part of Paraguay\u2019s cultural heritage,\u201d Liseras said. \u201cWhile younger generations are drawn to online games, this reform allows operators to innovate and digitise the Quiniela while maintaining its traditional essence.\u201d<\/p>\n\n\n\n<p>In <strong>January 2025<\/strong>, President <strong>Santiago Pe\u00f1a<\/strong> received approval to implement a <strong>new legal decree<\/strong> regulating the gambling sector. The reform aims to <strong>demonopolize the industry<\/strong>, open up competition in the lottery and sports betting markets, and <strong>increase the number of licensed operators from one to three<\/strong>.<\/p>\n\n\n\n<p>The decree followed a series of scandals involving CONAJZAR. In <strong>2023\u20132024<\/strong>, the regulator faced heavy criticism for its mismanagement of a federal sports betting license tender, which was announced to the media without official government approval. The process quickly escalated into legal disputes, as competing bidders claimed that the tender conditions were <strong>unfairly favorable<\/strong> to the incumbent operator <strong>Daruma Sam<\/strong>, which controls the <strong>Aposta.LA<\/strong> retail betting network in Asunci\u00f3n.<\/p>\n\n\n\n<p>To restore trust and transparency in gambling governance, Pe\u00f1a\u2019s reform proposes to transfer oversight of CONAJZAR from the Ministry of Economy and Finance to the <strong>National Directorate of Tax Revenue (DNIT)<\/strong>.<\/p>\n\n\n\n<p>The significance of the tender carries major political implications.
