{"id":11487,"date":"2025-11-17T08:30:53","date_gmt":"2025-11-17T08:30:53","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=11487"},"modified":"2025-11-17T08:30:57","modified_gmt":"2025-11-17T08:30:57","slug":"unibet-receives-a-warning-from-the-gibraltar-gambling-commissioner","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/11\/17\/unibet-receives-a-warning-from-the-gibraltar-gambling-commissioner\/","title":{"rendered":"Unibet Receives a Warning From the Gibraltar Gambling Commissioner"},"content":{"rendered":"\n<p>The <strong>Gibraltar Gambling Commissioner<\/strong> has issued an official warning to <strong>Unibet<\/strong> in connection with a <strong>\u00a310 million<\/strong> fine imposed by the <strong>UK Gambling Commission (UKGC)<\/strong> for anti-money laundering violations and failures in social responsibility.<\/p>\n\n\n\n<p>Platinum Gaming Limited, which holds dual licences in the UK and Gibraltar, received the fine from the UKGC in October, along with an official warning. In addition, the company will undergo an independent audit to confirm that its AML and safer gambling policies, procedures, and controls are being implemented effectively.<\/p>\n\n\n\n<p>The Gibraltar regulator issued the warning to Unibet because the case raises concerns about the operator\u2019s \u201cfitness and propriety,\u201d as well as impacts the \u201creputation of Gibraltar.\u201d However, the Gibraltar Gambling Commissioner will not impose an additional fine. There are several reasons for this:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The violations date back to 2023 &#8211; the UKGC concluded the case in October 2025, 21 months after the relevant inspection.<\/li>\n\n\n\n<li>A significant financial penalty has already been imposed.<\/li>\n\n\n\n<li>Systems and controls related to Gibraltar\u2019s regulatory framework have been improved and are now considered satisfactory, pending third-party review.<\/li>\n<\/ul>\n\n\n\n<p>The regulator said: \u201cLicence holders which are dual licensed are reminded that they are expected to comply with the AML\/CFT\/CFP regime not only in Gibraltar but also in other relevant jurisdictions in which they operate.<\/p>\n\n\n\n<p>\u201cAny Gibraltar licence holder which is subject to a regulatory sanction in another jurisdiction for AML\/CFT\/CPF breaches can expect the circumstances of that case to be reviewed by the Gibraltar Gambling Commissioner and the possibility of a public statement being made as to findings.&nbsp;<\/p>\n\n\n\n<p>\u201cFurther enforcement action on the part of the Gambling Commissioner cannot be ruled out where it is justified by the circumstances. The fact that a formal caution has been issued will be taken into consideration if other matters come to light in the future.\u201d<\/p>\n\n\n\n<p>In its report, the UKGC illustrated major faults in Unibet\u2019s customer interaction systems, including failing to spot and act on clear harm markers.<\/p>\n\n\n\n<p>Customers lost thousands of pounds in a few hours or days of registration, players breached loss limits repeatedly and consumers showed binge gambling patterns without appropriate intervention.<\/p>\n\n\n\n<p>One customer exceeded their loss limit of<strong> \u00a32,500 within 16 minutes<\/strong> of registering and another lost <strong>\u00a35,000 within 24 hours<\/strong>.<\/p>\n\n\n\n<p>AML failures were also highlighted, including gaps in risk assessment, which resulted in customers who previously had their accounts closed by the licensee before 2023 being able to open new accounts and gamble.&nbsp;<\/p>\n\n\n\n<p>It was also deemed that there was a lack of clarity in the company\u2019s AML policy around due diligence thresholds and customer reviews failing to include potential high-risk factors.<\/p>\n\n\n\n<p>This is the second time Platinum Gaming has been subject to a fine by the UKGC for AML and social responsibility failures, as the operator received a <strong>\u00a32.9m<\/strong> penalty by the commission in 2023.<\/p>\n\n\n\n<p>In response to the UKGC penalty, an <strong>FDJ United<\/strong> spokesperson told iGaming Expert last month that AML and safer gambling are \u201ca top priority\u201d to its senior leadership and that the independent review will show that necessary steps are being taken.<\/p>\n\n\n\n<p>\u201cPlatinum Gaming Ltd, the operator of Unibet in the UK and an entity of FDJ UNITED (at the time under the management of <strong>Kindred Group<\/strong>), acknowledges the UKGC\u2019s finding that legacy monitoring technology was not sufficiently effective at the time of the review (i.e. from January 2023 to May 2024),\u201d said the spokesperson.<\/p>\n\n\n\n<p>\u201cAs a result of the findings by the UKGC, Platinum Gaming has implemented new software solutions and risk management frameworks across anti-money laundering and safer gambling, providing a detailed knowledge of customer risk, allowing for near real-time automated alerts and customer interventions.\u201d<\/p>\n\n\n\n<p>The spokesperson added: \u201cFDJ UNITED remains committed to the highest compliance standards and player protection policies. As part of this, the Group will continue to evaluate the effectiveness of and improve its processes and tools to meet these standards.<\/p>\n\n\n\n<p>\u201cSenior leadership have safer gambling and anti-money laundering as a top priority in operational discussions, as well as a priority in the Group\u2019s strategic agenda.
