These measures will form the backbone of a broader <strong>\u201cAction Plan to Eradicate Illegal Gambling\u201d <\/strong>initiated by Erdo\u011fan.<\/p>\n\n\n\n<p>The directive was confirmed through a circular released by <strong>Justice Minister Y\u0131lmaz Tun\u00e7<\/strong>, who reaffirmed the government\u2019s full commitment to the President\u2019s zero-tolerance stance.<\/p>\n\n\n\n<p>\u201cEach new loophole that allows these networks to operate within our country is being closed,\u201d Tun\u00e7 said. \u201cNobody, whether organiser or participant, can get away with digital anonymity or lax penalties from here on out.\u201d<\/p>\n\n\n\n<p>The Penal Code reform will be the central pillar of Erdo\u011fan\u2019s <strong>11th Judicial Package<\/strong>. The Ministry of Justice describes it as a nationwide campaign to dismantle the financial and digital infrastructure of unlicensed operators. According to Tun\u00e7, the package will expand prosecutors\u2019 powers to seize assets, suspend activities and pursue criminal charges, while updating the Penal Code to increase prison sentences and financial penalties for both individuals and organised groups.<\/p>\n\n\n\n<p>Under the proposed changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>organisers of illegal gambling networks will face longer prison sentences, with harsher penalties for offences involving minors or cross-border coordination;<\/li>\n\n\n\n<li>participants and intermediaries will be subject to higher fines and asset confiscation, including the freezing of bank accounts and digital payment instruments for up to 48 hours during investigations;<\/li>\n\n\n\n<li>proceeds of crime may be seized immediately, without prior notice, and returned to victims where ownership is proven;<\/li>\n\n\n\n<li>banks and payment providers will be required to supply data to prosecutors or courts within 10 days, with failure to comply resulting in administrative or criminal sanctions.<\/li>\n<\/ul>\n\n\n\n<p>\u201cIt no longer has to be a marginal issue,\u201d Tun\u00e7 continued. \u201cIllegal betting is a coordinated, organised activity that takes advantage of our youth, destroys families and transfers money abroad. It is a national threat &#8211; and we will view it as such.\u201d<\/p>\n\n\n\n<p>The 11th Judicial Package will also tighten oversight of electronic payment and telecommunications systems that have enabled illegal operators to reach Turkish consumers. All accounts at electronic payment institutions will require biometric or chip-ID verification. GSM subscriptions will only be possible with full electronic identity verification to prevent the use of false or deceased identities.<\/p>\n\n\n\n<p>These measures form part of Erdo\u011fan\u2019s demand for<strong> \u201cconcrete results\u201d by 2026.<\/strong> The President warned that authorities would be held accountable for any failure to act.<\/p>\n\n\n\n<p>\u201cWe cannot live with a shadow economy built on human weakness,\u201d Erdo\u011fan said during a recent cabinet session. \u201cEvery lira lost to illegal gambling is a lira stolen from our nation\u2019s future.\u201d<\/p>\n\n\n\n<p>The Erdo\u011fan government has ordered all state bodies &#8211; including <strong>MASAK (the Financial Crimes Investigation Board), BTK (the Information and Communication Technologies Authority) and the state lottery Milli Piyango<\/strong> &#8211; to cooperate in enforcement efforts.<\/p>\n\n\n\n<p>Milli Piyango has already submitted a report to MASAK identifying <strong>239,000 domains <\/strong>directly violating Turkish gambling laws.<\/p>\n\n\n\n<p>Chairman <strong>Ekrem Candan<\/strong>, Milli Piyango official, described the problem as \u201cunprecedented\u201d, adding: \u201cWe are witnessing industrial-level targeting of Turkish citizens via the internet. This is not a handful of rogue operators &#8211; it is a coordinated ecosystem that must be dismantled.\u201d<\/p>\n\n\n\n<p>Previously, Turkey warned <strong>Cyprus, Malta, Georgia and North Macedonia<\/strong> of possible diplomatic and economic measures if they continue to host or license gambling operators targeting Turkish citizens.<\/p>\n\n\n\n<p>Minister Tun\u00e7 concluded that the revised penal code will establish a zero-tolerance framework for gambling offences in 2026 and beyond.<\/p>\n\n\n\n<p>\u201cIllegal betting breaks apart families, traps young people in debt and disrupts public order,\u201d he said. \u201cThe Republic will make no compromises and will take all necessary action to destroy the apparatus that exploits our citizens and threatens social peace.
