Starting in 2026, the country will implement an updated gambling regulatory framework that increases casino entrance fees and the gross collection levy.<\/p>\n\n\n\n<p>Sri Lanka\u2019s <strong>Inland Revenue Department<\/strong> has notified casino operators and betting and gaming companies about the enactment of amendments to the Betting and Gaming Levy Act, No. 40 of 1988, made by Amendment Act No. 25 of 2025.<\/p>\n\n\n\n<p>From 1 January 2026, the casino entrance fee will increase from $50 to $100. This fee applies to all visitors of gaming establishments, and payments can be made in US dollars, Sri Lankan rupees, or their equivalent in any other convertible currency.<\/p>\n\n\n\n<p>Additionally, betting and gaming operators will be subject to a gross collection levy, which has increased from 15% to 18% for businesses whose gross monthly revenue exceeds 1 million Sri Lankan rupees (~$3,250).<\/p>\n\n\n\n<p><strong>A New Era in Sri Lanka\u2019s Gambling Industry<\/strong><\/p>\n\n\n\n<p>Sri Lanka continues an active transformation of its gambling regulations. From 1 December, authority over all gaming operations in the country has been transferred to the <strong>Gambling Regulatory Authority<\/strong>, acting as the sole independent regulator with broad powers in the gambling industry.<\/p>\n\n\n\n<p>The new legislation replaces laws that have been in effect since the 1980s. The government hopes the updated rules will help promote tourism, create jobs, and stimulate economic growth through legal gambling activities, as well as increase tax revenues, combat the black market, and support the development of iGaming.<\/p>\n\n\n\n<p>The bill was approved by the <strong>Cabinet of Ministers<\/strong> in February of last year and was officially presented to <strong>Parliament<\/strong> in June 2025.<\/p>\n\n\n\n<p>Industry ambitions remain high. <strong>Lawrence Ho<\/strong>, Chairman of <strong>Melco Resorts &amp; Entertainment<\/strong>, expressed confidence in the sector\u2019s prospects following the opening of the $1.2 billion <strong>City of Dreams Sri Lanka <\/strong>project.<\/p>\n\n\n\n<p>He told local media: \u201cSri Lanka can be to India what Macau is to China. Macau is by far the biggest gaming market in the world.
