The Belarusian government has adopted a decree updating the rules for the gambling sector. The document will come into force on March 11, 2026, and sets new requirements for casinos, bookmakers, and online platforms.<\/p>\n\n\n\n

The Prime Minister of Belarus signed the Council of Ministers\u2019<\/strong> decree \u201cOn the Procedure for Conducting Activities in the Gambling Sector.\u201d<\/em><\/strong> <\/strong>The document was developed to align subordinate regulations with Presidential Decree No.\u202f226 of June 6, 2025, which focuses on the comprehensive modernization of rules in this industry.<\/p>\n\n\n\n

The new decree thoroughly regulates all forms of gambling activities \u2014 from traditional casinos and gaming halls to betting operators, totalizators, and virtual gambling platforms. It establishes standards for the creation, operation, and mandatory technical inspection of gambling facilities.<\/p>\n\n\n\n

Special attention is given to the operation of a specialized computerized cash system, ensuring state control over the financial flows of the gambling sector. In addition, the decree regulates the functioning of the monitoring center servicing this system and the procedure for maintaining the State Register of approved gaming machine models allowed in the country.<\/p>\n\n\n\n

Key changes affect financial guarantees for online operators. For legal entities organizing gambling through virtual platforms, a minimum balance of 90,000 base units is required in a dedicated account. If a company operates exclusively as an online bookmaker or totalizator, the minimum is reduced to 20,000 base units. These funds are intended to ensure timely payment of winnings as well as the payment of taxes, fees, and other mandatory charges.<\/p>\n\n\n\n

The decree also clarifies procedures for cryptocurrency transactions and strengthens requirements for verifying the identity documents of players. Additionally, several provisions have been adjusted based on practical experience with the existing legislation.<\/p>\n\n\n\n

The document comes into effect on March 11, 2026, and, according to media reports, \u201clays the foundation for a modernized system of state regulation of the gambling sector in Belarus, while strengthening financial discipline and transparency in the industry.\u201d<\/p>\n\n\n\n
