{"id":12026,"date":"2026-01-16T08:00:12","date_gmt":"2026-01-16T08:00:12","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=12026"},"modified":"2026-01-16T08:00:52","modified_gmt":"2026-01-16T08:00:52","slug":"isle-of-man-advances-controversial-gambling-bill-amid-harmful-over-regulation-concerns","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/01\/16\/isle-of-man-advances-controversial-gambling-bill-amid-harmful-over-regulation-concerns\/","title":{"rendered":"Isle of Man Advances Controversial Gambling Bill Amid \u201cHarmful Over-Regulation\u201d Concerns"},"content":{"rendered":"\n<p>Debates are intensifying on the Isle of Man over updates to gambling legislation.<\/p>\n\n\n\n<p>Members of the <strong>House of Keys<\/strong>, the island\u2019s parliament, are currently considering a bill that proposes reforms to the existing gambling regulations, some of which have been in place since 1984.<\/p>\n\n\n\n<p>According to the <strong>Gambling Supervision Commission (GSC)<\/strong>, the primary goal of the <strong>Gambling Acts (Miscellaneous Amendment) Bill 2025<\/strong> is to \u201cstrengthen and harmonise\u201d the GSC\u2019s powers within the existing legislative framework.<\/p>\n\n\n\n<p>The bill includes expanding the commission\u2019s authority to conduct inspections and investigations, enhancing oversight of anti-money laundering (AML) compliance, and tightening fit and proper requirements for market participants operating on the island.<\/p>\n\n\n\n<p>However, House of Keys member for Glenfaba and Peel, <strong>Kate Lord-Brennan<\/strong>, warned that the gambling industry\u2019s concerns were ignored and that \u201charmful over-regulation\u201d could significantly impact the island\u2019s economy.<\/p>\n\n\n\n<p>\u201cWe should not impose measures that could seriously harm a sector of our economy,\u201d she said.<\/p>\n\n\n\n<p>Lord-Brennan attempted to halt the bill by referring it to a committee for review with a report due in April, but her efforts were unsuccessful. Ultimately, members voted to move the legislation to the clauses stage, where all proposed amendments will now be considered.<\/p>\n\n\n\n<p><strong>Growing AML Concerns<\/strong><\/p>\n\n\n\n<p>Across several European jurisdictions, there is a clear trend toward stricter regulatory oversight.<\/p>\n\n\n\n<p>In Gibraltar, policymakers are reviewing the <strong>Gibraltar Gambling Bill 2025<\/strong>, aimed at modernising legislation, encouraging innovation, and strengthening market resilience, including tighter licensing requirements.<\/p>\n\n\n\n<p>In both jurisdictions, the new legislation focuses on broader financial controls and measures to combat money laundering and terrorist financing. In particular, Gibraltar continues to implement the recommendations of the <strong>Financial Action Task Force (FATF) <\/strong>following its successful removal from the organisation\u2019s grey list in 2024.<\/p>\n\n\n\n<p>If the bill is approved on the Isle of Man, changes are expected to be implemented by mid-2026 as the jurisdiction prepares for the upcoming <strong>MONEYVAL<\/strong> inspection \u2014 a ten-year peer-reviewed assessment of its financial controls.<\/p>\n\n\n\n<p>Over the past year, the GSC had to intervene and impose a \u00a33,937,500 ($5.28 million) fine on <strong>Celton Manx<\/strong>, the parent company of <strong>SBOTOP<\/strong>, for AML failures.<\/p>\n\n\n\n<p>The commission found deficiencies in risk assessments, ongoing customer monitoring, enhanced due diligence, identity verification procedures, and handling of suspicious transactions.<\/p>\n\n\n\n<p>As a result, authorities plan to prevent similar issues ahead of the key MONEYVAL inspection.<\/p>\n\n\n\n<p>Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Debates are intensifying on the Isle of Man over updates to gambling legislation.
