{"id":12070,"date":"2026-01-23T08:03:00","date_gmt":"2026-01-23T08:03:00","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=12070"},"modified":"2026-01-23T08:03:05","modified_gmt":"2026-01-23T08:03:05","slug":"bosnia-and-herzegovina-debates-ending-vat-breaks-for-gambling-industry","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/01\/23\/bosnia-and-herzegovina-debates-ending-vat-breaks-for-gambling-industry\/","title":{"rendered":"Bosnia and Herzegovina Debates Ending VAT Breaks for Gambling Industry"},"content":{"rendered":"\n<p>Social liberals in <strong>Bosnia and Herzegovina<\/strong> have moved to abolish gambling\u2019s VAT exemption in 2026.<\/p>\n\n\n\n<p>Representatives of the <strong>Our Party<\/strong> political power have put forward a proposal for a \u201cfair and responsible\u201d taxation of the gambling sector that puts money back into the social structures of the Balkan nation.<\/p>\n\n\n\n<p>The proposal was tabled by <strong>Mia Karamehi\u0107 Abazovi\u0107<\/strong>, an MP in the House of Representatives of Bosnia and Herzegovina\u2019s <strong>Parliamentary Assembly<\/strong>, and her colleague<strong> Amir Puri\u0107<\/strong>, who currently sits in the Parliament of the <strong>Federation of Bosnia and Herzegovina (FBiH).<\/strong><\/p>\n\n\n\n<p>\u201cToday, games of chance are the only legal activity that creates addiction\u2026and is not taxed at the state level,\u201d Abazovi\u0107 said, according to local news outlet <em>N1<\/em>. \u201cAlcohol and tobacco products, on the other hand, are taxed with both excise taxes and VAT precisely because of the harmful consequences they have on citizens\u2019 health.\u201d<\/p>\n\n\n\n<p>The MP further stated that there are currently no monetary, legal or social grounds for gambling to be enjoying more favourable tax conditions than other sectors of significantly higher value for citizens, such as food, medicine, and books.<\/p>\n\n\n\n<p><strong>Extra funds can boost healthcare system <\/strong><\/p>\n\n\n\n<p>Puri\u0107, on the other hand, expanded the proposal by asking for amendments to the Gambling Act of the FBiH, which would see more money syphoned into healthcare. He argued that the FBiH \u2013 one of three autonomous regions forming Bosnia and Herzegovina \u2013 gets less than KM 35m ($21m) in annual revenue from a sector that makes KM 1.8bn ($1.08bn) per year.<\/p>\n\n\n\n<p>\u201cThe proposed amendments increase that amount to at least KM 150m ($89.8m) annually for the Federation, with an additional KM 50m ($30m) for local communities. This is a matter of elementary fiscal fairness,\u201d Puri\u0107 added.<\/p>\n\n\n\n<p>According to the MP, the extra funds collected will help strengthen support for oncology patients and treatment of serious and rare diseases, aid against compulsive behaviour, help with the purchasing of vital medical equipment, and boost other areas like science, cultures, sports, and entrepreneurship.<\/p>\n\n\n\n<p>Interestingly, another proposal was tabled in the FBiH last year by <strong>Dennis Gratz<\/strong>, a Bosnian MP from the <strong>Democratic Front<\/strong> party, who\u00a0outlined a clear vision on how gambling taxes should be distributed \u2013 with 60% of the tax income going into FBiH\u2019s treasury, 20% for social initiatives, and 20% for specialised healthcare treatment.
