Across Africa, gambling regulation and player protection are evolving rapidly. New laws, emerging regulators, and increasing political attention have firmly placed gambling safety on the agenda. At the same time, both regulators and operators often lack timely data, proven frameworks, and evidence-based tools needed for effective intervention.<\/p>\n\n\n\n

Following the release of the International Player Safety Index:<\/strong> Africa<\/strong><\/a> <\/strong>by 1xBet and SBC Media, we spoke with Fisayo Oke<\/strong>, Founder and CEO of Gamble Alert,<\/strong> about how approaches to responsible gambling are evolving across the continent. In this part of the interview, he discusses the key challenges facing African markets and the solutions that could help build a more sustainable and safer industry.<\/p>\n\n\n\n

\u2013 The International Player Safety Index highlights significant differences in how African markets implement player protection measures \u2014 from KYC standards to advertising controls and bonus policies. Which findings from the report surprised you most, and what do they reveal about how the continent is shaping its own model of responsible gambling?<\/strong><\/p>\n\n\n\n

\u2013 What surprised me most about the report is the level of confidence respondents expressed in regulation across Africa. Many participants in the survey said they have a high level of confidence in African regulatory systems \u2014 in some cases, even more confidence than in Europe. When you take a step back, that is quite surprising.<\/p>\n\n\n\n

At the same time, however, we see respondents saying that although data is being collected, they are unable to roll out stronger player protection measures because regulations are inconsistent. That raises an important question: are operators truly relying on regulation if they are also saying they are unsure how to proceed because the framework is unclear?<\/p>\n\n\n\n

Nigeria is a good example. The country has 36 states plus the Federal Capital Territory. Lagos State is leading the charge in player protection. They introduced SafePlay and have some of the most advanced responsible gaming regulations in the country. Many operators and players have praised that approach.<\/p>\n\n\n\n

But Lagos is just one state. Another state might have laws on taxation and other operational matters, but have no provisions at all for player protection or anti-underage gambling measures.<\/p>\n\n\n\n

So if you are an operator entering the Nigerian market, you face a difficult situation. You are not dealing with just one national regulator \u2014 you must navigate multiple state systems. If you want to operate across the country, how exactly do you structure your business? It also raises the question of whether operators might prefer less regulated environments simply because they are easier to operate in.<\/p>\n\n\n\n

That contradiction \u2014 confidence in regulation on the one hand and frustration about inconsistent frameworks on the other \u2014 was the most surprising finding for me.<\/p>\n\n\n\n

\u2013 Would you say that African markets are evolving in the same direction, or are we seeing a patchwork of different approaches across the continent?<\/strong><\/p>\n\n\n\n

\u2013 If we look at the three major markets \u2014 South Africa, Nigeria, and Kenya \u2014 we see fairly similar standards emerging. Regulators in these countries are setting expectations for operators that are broadly comparable.<\/p>\n\n\n\n

But Africa is a continent of 54 countries, and the situation varies widely. As of 2024, around 40 African countries had some form of gambling legislation. That still leaves a number of jurisdictions where regulation is evolving.<\/p>\n\n\n\n

For example, Uganda is currently introducing new frameworks to guide the industry. Initiatives that bring regulators together are also important because they encourage collaboration and knowledge sharing.<\/p>\n\n\n\n

In the future, I expect to see more harmonisation of minimum standards across the continent. That does not necessarily mean identical laws everywhere, but at least shared baseline standards for player protection.<\/p>\n\n\n\n

\u2013 How have operator strategies and tools evolved in recent years, and which changes have had the biggest impact?<\/strong><\/p>\n\n\n\n

\u2013 Nigeria provides an interesting example.<\/p>\n\n\n\n

Back in 2020, there was very little discussion about player protection. When our organisation started working in this space, we decided not to confront the industry but to collaborate with operators and regulators to build better frameworks.<\/p>\n\n\n\n

We became responsible gaming partners for several operators and regulators. Eventually, lawmakers took notice and decided to introduce specific regulations focused on player protection.<\/p>\n\n\n\n

In 2021, Lagos State introduced the first regulation dedicated specifically to responsible gaming in Nigeria. Before that, there were provisions covering issues like underage gambling and advertising, but not a comprehensive player protection framework.<\/p>\n\n\n\n

After Lagos introduced these rules, other states began adopting similar approaches. It created a ripple effect across the industry.<\/p>\n\n\n\n

Operators began treating responsible gambling as a compliance requirement, not just a voluntary initiative. Today, we see many operators inviting organisations like ours to train staff and help implement responsible gaming tools.<\/p>\n\n\n\n

Kenya has also introduced strong legislation in this area. While I have reservations about some aspects, the country now has one of the most stringent frameworks for player protection.<\/p>\n\n\n\n

Looking ahead, I would like to see product restrictions, especially for high-risk products like virtual games and crash games. Research and support calls show that these games often cause the most harm.<\/p>\n\n\n\n
