{"id":12679,"date":"2026-04-06T08:48:10","date_gmt":"2026-04-06T07:48:10","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=12679"},"modified":"2026-04-06T08:48:12","modified_gmt":"2026-04-06T07:48:12","slug":"finnish-gambling-market-without-affiliates-whats-behind-the-authorities-decision","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/04\/06\/finnish-gambling-market-without-affiliates-whats-behind-the-authorities-decision\/","title":{"rendered":"Finnish Gambling Market Without Affiliates: What\u2019s Behind the Authorities\u2019 Decision?"},"content":{"rendered":"\n<p><strong>Finland<\/strong> is quickly approaching the launch of its regulated market in 2027, but the decision to ban affiliate marketing has raised a question: what happens after?<\/p>\n\n\n\n<p>Affiliates usually have a well-established symbiosis with licensed operators in liberal markets across Europe, but decision makers in Finland have decided to completely ban them from the new landscape.<\/p>\n\n\n\n<p>The main reason for this is the government completely missing the mark on what affiliates actually are, according to <strong>Antti Koivula<\/strong>, iGaming Lawyer at <strong>Hippos ATG<\/strong>, who recently said this on an <em>SBC Affiliates Leaders Digital Day<\/em> expert panel.<\/p>\n\n\n\n<p>\u201cThe misunderstanding was quite comprehensive. In essence, the perception was that affiliates were influencers who are aggressively pushing gambling marketing towards people, including the most vulnerable groups, as if all affiliates were the same,\u201d he said. \u201cThat picture is, of course, far from accurate.<\/p>\n\n\n\n<p>\u201cMany affiliates operate in a highly responsible way and do meaningful, responsible work themselves.<\/p>\n\n\n\n<p>\u201cThat said, the false perception was clearly there. The main reason for that, which is rather understandable, was that affiliate marketing in Finland was and still is illegal.\u201d<\/p>\n\n\n\n<p>With affiliates confirmed to remain out of the picture even after the new market launches, it is important to ensure that the rules are clearly outlined to avoid any misunderstandings and that the regulator is equipped with sufficient authority to address potential misconduct.<\/p>\n\n\n\n<p><strong>Simon Vinzce<\/strong>, Head of Sustainable and Safer Gambling, <strong>Casino Guru<\/strong>, commented: \u201cIn the situation with the new legislation, what can help the regulator is to be very clear about what is being allowed and what is not being allowed.&nbsp;<\/p>\n\n\n\n<p>\u201cIf you leave room for interpretation, then those websites will be able to, for example, claim that they are not promoting but informing instead.\u201d<\/p>\n\n\n\n<p>And while Koivula agreed with the general idea of a clear-cut, transparent approach, he added that there\u2019s still \u201ca lot of room to be more precise\u201d in Finland\u2019s regulatory framework.<\/p>\n\n\n\n<p>\u201cThe legislation is lacking several definitions; further guidance is hopefully to be provided,\u201d he added.&nbsp;<\/p>\n\n\n\n<p>\u201cEverything comes down to enforcement. Unfortunately, I\u2019m not convinced at all that the Finnish enforcement will be on the level that it should be from the moment of market launch, quite the opposite.<\/p>\n\n\n\n<p>\u201cI\u2019m rather afraid that the regulator has really limited means to take action against black market activity.
