{"id":12752,"date":"2026-04-20T10:00:27","date_gmt":"2026-04-20T09:00:27","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=12752"},"modified":"2026-04-20T10:00:29","modified_gmt":"2026-04-20T09:00:29","slug":"egba-criticized-the-idea-of-a-new-eu-levy-on-online-gambling","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/04\/20\/egba-criticized-the-idea-of-a-new-eu-levy-on-online-gambling\/","title":{"rendered":"EGBA Criticized the Idea of a New EU Levy on Online Gambling"},"content":{"rendered":"\n<p><strong>The European Gaming and Betting Association (EGBA) <\/strong>has taken aim at a proposed EU online gambling levy on top of national gambling taxes, describing the plans as \u2018fundamentally unworkable\u2019.<\/p>\n\n\n\n<p>A EU online gambling levy would only benefit illegal operators, says the EGBA, at the \u2018expense of consumer protection\u2019 and reducing member states\u2019 tax revenues.<\/p>\n\n\n\n<p><strong>The European Parliament\u2019s Budget Committee <\/strong>voted 26-9 (five abstentions) in favour of the EU\u2019s next long-term budget, the <strong>Multiannual Financial Framework (MFF) <\/strong>for 2028-2034, which mentions potential new direct revenue streams, including an EU online gambling levy.<\/p>\n\n\n\n<p>The framework now progresses to the next stage, but EGBA Secretary General <strong>Maarten Haijer<\/strong> is asking legislators to reconsider the levy given its potential impact on the industry.<\/p>\n\n\n\n<p>Haijer stated: \u201cToday\u2019s vote is a tentative, conditional call on Member States to explore the idea of an EU online gambling levy. It is neither a proposal nor a decision. Gambling is currently not harmonised at the EU level, and there is no legal basis to define, administer, or collect such a levy.&nbsp;<\/p>\n\n\n\n<p>\u201cSetting aside these legal obstacles, adding yet another levy on top of existing national taxes \u2013 in a sector where licensed operators in some Member States are already taxed at rates exceeding 50% of gross gaming revenue \u2013 would only have one winner: illegal operators.\u201d<\/p>\n\n\n\n<p><strong>Victor Negrescu,<\/strong> Vice President of the European Parliament, proposed a unified levy on European online gambling and betting providers during a plenary session back in February, stating it could generate \u201c\u20ac2bn-\u20ac4bn per year\u201d in additional funding.<\/p>\n\n\n\n<p>The levy would require unanimous agreement from all 27 member states, acting through the EU Council, to become a new direct revenue stream for the EU budget.&nbsp;<\/p>\n\n\n\n<p>The European Parliament is expected to vote on the Committee opinion at its plenary in late April, after which formal MFF negotiations will begin, with a conclusion expected by the end of 2026.<\/p>\n\n\n\n<p>Haijer added: \u201cBecause they pay no tax, illegal operators can already offer players more attractive products and prices without any of the consumer safeguards that licensed operators provide.&nbsp;<\/p>\n\n\n\n<p>\u201cAdding an EU levy would make this situation even worse: expanding the black market, harming consumer protection for EU citizens, and reducing overall tax revenues for Member States.\u201d<\/p>\n\n\n\n<p>Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Gaming and Betting Association (EGBA) has taken aim at a proposed EU online gambling levy on top of national gambling taxes, describing the plans as \u2018fundamentally unworkable\u2019.
