Amid government attempts to optimize industry management, concerns have emerged regarding potential market destabilization.<\/p>\n\n\n\n<p><strong>Nina Yuzhanina<\/strong>, MP from the <strong>European Solidarity party<\/strong>, has publicly criticized the development of draft bill No. 11139. She warned that the proposed transfer of powers over gambling regulation between two Ukrainian ministries could do more harm than good.<\/p>\n\n\n\n<p>Drafting of the bill has been entrusted to the <strong>Committee on Finance, Tax, and Customs Policy, <\/strong>which is spearheaded by MP <strong>Danylo Hetmantsev.&nbsp;<\/strong><\/p>\n\n\n\n<p>The bill itself is part of Ukraine\u2019s obligations to the <strong>International Monetary Fund<\/strong> <strong>(IMF),<\/strong> which requires the country to report on internal information on digitally generated income and how it is taxed.<\/p>\n\n\n\n<p>In her Facebook post, Yuzhanina lambasted Hetmantsev and the Committee for not running a tight ship and allowing too many redactions, highlighting that a total of 3,529 amendments were proposed by deputies ahead of the bill\u2019s second reading.<\/p>\n\n\n\n<p><strong>Ukraine losing \u00a3334m ($425m)&nbsp; annually, says Hetmantsev<\/strong><\/p>\n\n\n\n<p>One of these proposals includes transferring gambling policymaking from the <strong>Ministry of Digital Transformation<\/strong> to the <strong>Ministry of Finance.<\/strong><\/p>\n\n\n\n<p>Hetmantsev has been a vocal critic of the Digital Ministry\u2019s handling of gambling affairs, primarily scrutinising the launch of the <strong>State Online Monitoring System<\/strong> \u2014 a centralised digital platform that feeds Ukraine\u2019s <strong>PlayCity<\/strong> regulator with real-time data about the licensed market.<\/p>\n\n\n\n<p>The system\u2019s first phase was launched back in April and is expected to be fully operational by the end of this year. According to Hetmantsev, this timeline will cost the Ukrainian treasury up to UAH 20bn ($425m) per year.<\/p>\n\n\n\n<p>As the Chief of the Financial Committee, Hetmantsev believes that the Ministry of Finance is far better equipped to take over the regulatory oversight of the gambling sector, which is a core segment of the national economy.<\/p>\n\n\n\n<p>For Ukrainian news outlet <em>24 Channel, <\/em><strong>Mykhailo Aksyonov<\/strong>, Deputy Head of the PlayCity Anti-Corruption Expert Group, opposed the idea of transferring powers, noting that such a move could not only prove costly, but also plunge the whole sector into chaos.<\/p>\n\n\n\n<p>He said: \u201cRegardless of who initiated this amendment and what motives are behind its appearance, the very idea of transferring powers now looks too risky.&nbsp;<\/p>\n\n\n\n<p>\u201cIf we start moving policy-making from the Ministry of Digital Transformation to the Ministry of Finance, while simultaneously creating a new body to regulate this sphere, the launch of the State Online Monitoring System could be delayed by at least a year.&nbsp;<\/p>\n\n\n\n<p>\u201cAnd it is this system that is the key tool for the transparency of the operational activities of gambling organisers.\u201d<\/p>\n\n\n\n<p>Hetmantsev has been accused of a conflict of interest due to ties to the gambling industry, having owned shares in the scandal-ridden lottery operator MSL, according to local press.<\/p>\n\n\n\n<p><strong>MSL<\/strong> was one of two lottery companies, the other being <strong>Patriot<\/strong>, which faced allegations of involvement in Russia-Ukraine cross-border money laundering in 2015.&nbsp;<\/p>\n\n\n\n<p>This did not stop either firm from securing one of three official state lottery contracts earlier this year, though Patriot was stripped of its licence not long after the new licensing system came into effect.<\/p>\n\n\n\n<p>Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Ukraine, the debate over gambling control reform and the taxation of digital income has intensified.
