{"id":12960,"date":"2026-05-13T09:52:31","date_gmt":"2026-05-13T08:52:31","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=12960"},"modified":"2026-05-13T09:52:34","modified_gmt":"2026-05-13T08:52:34","slug":"playcity-uncovers-uah-946m-in-violations-ahead-of-34-operator-inspections","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/05\/13\/playcity-uncovers-uah-946m-in-violations-ahead-of-34-operator-inspections\/","title":{"rendered":"PlayCity Uncovers UAH 946M in Violations Ahead of 34 Operator Inspections"},"content":{"rendered":"\n<p><strong>Ukraine\u2019s gambling regulator, PlayCity, <\/strong>has constituted compliance breaches totaling UAH 946m ($22,8m) in just under a year.<\/p>\n\n\n\n<p>This was announced by the regulatory body in its monthly activity report, as it prepares to commence further inspections of 34 licensed operators by the end of the year.<\/p>\n\n\n\n<p>PlayCity took charge of the local gambling sector in June 2025, becoming the official successor to the previous regulator, <strong>KRAIL<\/strong>, which was no longer able to fulfill its obligations due to the war with Russia.<\/p>\n\n\n\n<p>KRAIL was first established in 2020 with an official decree which legalised gambling in Ukraine for the first time in 11 years. Its tenure was short-lived, however.&nbsp;<\/p>\n\n\n\n<p><strong>President Zelenskyy\u2019s<\/strong> cabinet deemed it ineffective last year, as conscription orders took staff away from their KRAIL duties indefinitely. The former regulator was also embroiled in controversy after a KRAIL official was accused of accepting bribes in 2021.<\/p>\n\n\n\n<p>All of this led to the creation of PlayCity, which, in its 11-month mandate, has identified regulatory failures valued at almost $22,8m \u2013 highlighting a severely dysfunctional gambling market that KRAIL failed to exercise authority over.<\/p>\n\n\n\n<p><strong>PlayCity still facing challenges<\/strong><\/p>\n\n\n\n<p>Not all is smooth sailing, however, as Ukraine\u2019s recent push to fulfill its financial obligations under <strong>the International Monetary Fund (IMF)<\/strong> has led to concerns that the gambling sector could be at risk of another breach in the hull.<\/p>\n\n\n\n<p>Ukrainian MPs are currently debating adopting a draft law that consolidates information on all digital income generated within the war-stricken country and how it is taxed, with the data then relayed to the IMF.<\/p>\n\n\n\n<p>Heading into its second reading, the bill includes an amendment that would transfer gambling policymaking powers from the current Ministry of Digital Transformation to the Ministry of Finance.<\/p>\n\n\n\n<p>Experts have cautioned against this proposal, arguing that any changes to the structure of gambling regulation in Ukraine will likely obstruct PlayCity\u2019s plans for increased oversight in 2026.<\/p>\n\n\n\n<p>These plans include the aforementioned 34 licence checks, finalising a national problem gambling study, the rollout of a centralised monitoring system for licensed operators, and a heated battle against illegal gambling ads.<\/p>\n\n\n\n<p>Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ukraine\u2019s gambling regulator, PlayCity, has constituted compliance breaches totaling UAH 946m ($22,8m) in just under a year.
