It surveyed a nationally representative sample of Finns aged 18 to 65, asking respondents to assess Finland\u2019s upcoming gambling reform.<\/p>\n\n\n\n<p>Participants were also asked about measures to counter unlicensed operators and whether overseas gambling offers are drawing players away from the licensed domestic platform <strong>Veikkaus<\/strong>.<\/p>\n\n\n\n<p>Finland is preparing for a major overhaul of its gambling market, moving from the long-standing monopoly model operated by Veikkaus to a licensing system that will open part of the market to private operators.<\/p>\n\n\n\n<p>Under the reform, companies will be able to apply for licences from 2026, while the regulated market launch is scheduled for 1 July 2027. The survey also highlighted uneven public awareness of these upcoming changes.<\/p>\n\n\n\n<p><strong>Key findings<\/strong><\/p>\n\n\n\n<p>A nationwide survey, balanced by gender, age, and region, found that 67% of respondents are aware of upcoming changes to gambling legislation. Awareness is significantly higher among men (80%) than women (54%) and increases with age, reaching 71% among those aged 50\u201365, compared to 63% among younger adults aged 18\u201334.<\/p>\n\n\n\n<p>Regarding why users choose unlicensed foreign gambling sites, only 30% agreed that more attractive bonuses and promotions are a significant factor, while 41% disagreed and 29% were unsure.<\/p>\n\n\n\n<p>Men (43%) were much more likely than women (18%) to view bonuses as an important influence. Younger respondents aged 18\u201334 showed slightly higher agreement (35%) compared to older groups.<\/p>\n\n\n\n<p>When asked about the most effective measures to discourage the use of unlicensed gambling sites, respondents most often supported payment blocking (32%). Improving the attractiveness of licensed domestic offerings was also highlighted (26%).<\/p>\n\n\n\n<p>Technical measures such as IP blocking received lower support (11%), while nearly a third of respondents (29%) were unsure of the best approach.<\/p>\n\n\n\n<p>Views on introducing blacklists of illegal gambling sites were mixed. The largest group (43%) believed a public blacklist would not prevent site usage, while 24% thought it would, and the rest were undecided.<\/p>\n\n\n\n<p><strong>Demographic differences<\/strong><\/p>\n\n\n\n<p>Men showed higher awareness of the reform and were more likely to associate user behaviour with bonus offers on foreign sites. Women were less likely to see bonuses as a key driver.<\/p>\n\n\n\n<p>Younger respondents were more uncertain across several questions and slightly more optimistic about the effectiveness of blacklists (29% among 18\u201334-year-olds compared to 23% overall).<\/p>\n\n\n\n<p>Around 30% of respondents were based in the Helsinki metropolitan area, which was more heavily represented by higher-income groups.
