A proposed European Union-wide tax on online gambling could generate up to \u20ac13.3bn during its first seven years, less than half the amount initially forecast, according to initial estimates by the European Commission.<\/strong><\/p>\n\n\n\n

The plans would see online gambling operators pay a 3% levy based on their gross gaming revenue. The measure is one of several revenue-raising initiatives currently under consideration as part of discussions over the EU\u2019s future budget for the period spanning 2028 to 2034.<\/p>\n\n\n\n

In its forecast, seen by Politico, the Commission said the online gambling measure would generate an average of around \u20ac1.9bn per year if implemented. Revenue from the scheme would be paid directly into the EU budget.<\/p>\n\n\n\n

The proposed gambling tax is among the larger revenue-raising measures being considered. Only a planned levy on electronic waste would generate more over the first seven years, at \u20ac15bn. Elsewhere, a reform to tobacco taxation could raise \u20ac11.2bn.<\/p>\n\n\n\n

However, the \u20ac13.3bn figure is less than half of the \u20ac28.0bn suggested by MEP Victor Negrescu<\/strong> when he first proposed the levy in February.<\/p>\n\n\n\n

Online gambling is already regulated and taxed at the national level throughout the EU, but the Commission said the bloc-wide charge could provide a new source of direct funding for the budget without requiring additional contributions from member states. It has highlighted gambling as one of its target areas for such an approach. <\/p>\n\n\n\n

However, such measures would face a legislative process and require approval from member states.<\/p>\n\n\n\n

In April, the European Gaming and Betting Association (EGBA) <\/strong>branded the proposed levy as \u201cfundamentally unworkable\u201d. It raised concerns over how the scheme could benefit illegal operators and reduce tax income for member states.<\/p>\n\n\n\n

Speaking in opposition to the plans, EGBA secretary general Maarten Haijer<\/strong> said as gambling regulation is not harmonised at the EU level, there is no legal basis to define, administer or collect such a levy.<\/p>\n\n\n\n
