Amanova called on the state to force gambling operators to register with the Ministry of Internal Affairs.<\/p>\n\n\n\n<p>She said that firms that fail to do so should be banned from advertising their platforms online.<\/p>\n\n\n\n<p>\u201cI\u2019ve received letters from people who are losing their money and property to online casinos and drowning in debt,\u201d said the lawmaker. \u201cHow can this be prevented? What is the Ministry of Internal Affairs doing to combat this?\u201d<\/p>\n\n\n\n<p>The Deputy Minister of Internal Affairs, <strong>Erkebek Ashirkhodjaev, <\/strong>responded that the ministry routinely launches investigations when a citizen files a complaint.<\/p>\n\n\n\n<p>\u201cIf an online casino operates illegally, we hold its operator accountable,\u201d said Ashirkhodjaev. \u201cWe have made arrests in previous cases, and there have been prosecutions.\u201d<\/p>\n\n\n\n<p>Amanova\u2019s plea comes just weeks after a fellow lawmaker, <strong>Tabyldy Muratbekov,<\/strong> urged the cabinet of ministers to ban or \u201cintroduce controls\u201d on online casinos.<\/p>\n\n\n\n<p>Speaking to the cabinet in a meeting on April 29, he said that online casinos \u201csuch as <strong>MelBet, Mostbet,<\/strong> and others\u201d are \u201cincreasingly operating\u201d in Kyrgyzstan.<\/p>\n\n\n\n<p>\u201cPeople are taking out loans to pay for their gambling habits,\u201d he told ministers, per the Kyrgyz media outlet <em>Kaktus Media.<\/em><\/p>\n\n\n\n<p>\u201cResidents are going into debt, families are breaking up, and there are cases of suicides due to casinos,\u201d Muratbekov said. \u201cI ask the government to look into this issue.\u201d<\/p>\n\n\n\n<p><strong>Police Make Arrest<\/strong><\/p>\n\n\n\n<p>Last month, police arrested a resident of <strong>Shymkent <\/strong>in Kazakhstan on suspicion of operating an online casino and money laundering platform that targeted gamblers in <strong>Kyrgyzstan, Kazakhstan, and Uzbekistan,<\/strong> the media outlet <em>Tazabek<\/em> reported.<\/p>\n\n\n\n<p>Police said the platform\u2019s operators used a web of bank accounts registered to \u201cdroppers,\u201d or cross-border cash and credit card mules.<\/p>\n\n\n\n<p>Casino operators paid these mules up to $410, investigators say. In exchange, the mules let the operators make full use of their accounts to process casino deposits and withdrawals.<\/p>\n\n\n\n<p>Officers said the casino used its international mule network to launder more than $1.1 million in illegal funds.<\/p>\n\n\n\n<p><strong>Government Reluctance?<\/strong><\/p>\n\n\n\n<p>The Kyrgyz government, however, has shown reluctance to pressure casino operators. In recent years, it has pivoted to a limited legalization model now popular in many Central Asian nations.<\/p>\n\n\n\n<p>This model involves legalizing land-based casinos for foreign passport holders only.<\/p>\n\n\n\n<p>President <strong>Sadyr Japarov<\/strong> said last month that time has proven his government\u2019s 2022 decision to open such casinos was justified.<\/p>\n\n\n\n<p>Since the first Kyrgyz casinos opened their doors, \u201cwe have not seen a single case of a Kyrgyz citizen visiting a casino,\u201d Japarov said.<\/p>\n\n\n\n<p>The President said the casinos have helped boost tax revenues and drive up tourism-related income.<\/p>\n\n\n\n<p>However, there is considerable evidence that illegal online casino platforms are still targeting Kyrgyz gamblers.<\/p>\n\n\n\n<p>In February, promoters took control of a website formerly run by Kyrgyzstan\u2019s Cabinet of Ministers\u2019 trading company.
