Tightens Gambling Regulations and Boosts Social Funding"},"content":{"rendered":"\n<p>From 2026, <strong>Croatia <\/strong>will double the amount of funding generated by the country\u2019s gambling sector for social and public interest programmes.<\/p>\n\n\n\n<p>The announcement comes directly from Chief State Treasurer<strong> Danijela Stepi\u0107,<\/strong> who confirmed that her office has been allocated \u20ac214m to distribute to public programmes.<\/p>\n\n\n\n<p>The figure represents a significant increase from the approximately \u20ac130m made available under the previous funding cycle.<\/p>\n\n\n\n<p>Speaking at a conference hosted by the Ministry of Finance, Stepi\u0107 outlined how the funds will be distributed under the government\u2019s annual \u201cRegulation on the Criteria for the Distribution of Revenues from Games of Chance.\u201d<\/p>\n\n\n\n<p><strong>Plenkovic wants a \u2018civil approach\u2019 to gambling<\/strong><\/p>\n\n\n\n<p>The mandate forms part of the wider reforms carried out by the <strong>Democratic Union (HDZ)<\/strong> government during 2025 and 2026 to overhaul Croatia\u2019s gambling laws and regulatory framework.<\/p>\n\n\n\n<p>Winning a third consecutive term in office in 2024, Prime Minister <strong>Andrej Plenkovi\u0107 <\/strong>fast-tracked amendments to the Games of Chance Act, to address Croatia\u2019s growing gambling addiction crisis.<\/p>\n\n\n\n<p>Public health figures have cited around 40,000 adults living with severe gambling disorders, while Croatia has also reported some of the highest rates of problem gambling among teenagers in the Balkans.<\/p>\n\n\n\n<p>The reforms began with a complete ban on self-service gambling terminals in caf\u00e9s, bars, kiosks and restaurants, alongside new restrictions preventing betting shops from serving alcohol.<\/p>\n\n\n\n<p>Fiscal changes saw HDZ increase licence fees for both online and land-based gambling operators by 50%, while revising the taxation of player winnings through a tiered tax structure on prizes.<\/p>\n\n\n\n<p>Additionally, gambling winnings are taxed at rates ranging from 10% to 30%, with the highest rate applying only to customer winnings in the \u20ac1,500-to-\u20ac70,000.<\/p>\n\n\n\n<p>Plenkovi\u0107 has repeatedly described the reforms as a \u201ccivic approach\u201d to gambling regulation, to the benefit of society and not the gambling sector.&nbsp;<\/p>\n\n\n\n<p>According to the Ministry of Finance, around \u20ac144m of the 2026 allocation will come from projected gambling revenues, while a further \u20ac70m consists of unspent funds carried forward from 2025, taking the total available for distribution to more than \u20ac214m.<\/p>\n\n\n\n<p><strong>Treasury sets terms<\/strong><\/p>\n\n\n\n<p>State Treasurer Stepi\u0107 that reforms of the Games of Chance Act, have established \u201cthe criteria and percentages by which part of the revenues from games of chance are distributed to priority programme areas\u201d.<\/p>\n\n\n\n<p>Stepi\u0107 added that the proposed allocation model is based on the \u201canalyses of priority sectoral problems\u201d, taking into account funding requirements for Croatia\u2019s public bodies and civil society organisations.<\/p>\n\n\n\n<p>The Croatian Treasury requires a specific framework for funds generated under the new Games of Chance Act, as Stepi\u0107 explained, noting that the funding will be allocated to various programmes.<\/p>\n\n\n\n<p>\u201cSupporting the development of civil society and finance programme activities that contribute to improving the quality of life in all areas of social life,\u201d he said.<\/p>\n\n\n\n<p>Funding will continue to support a broad range of public interest sectors, including \u201csport, addiction prevention and treatment, social and humanitarian services, organisations supporting people with disabilities, culture, technical education, non-institutional education for children and young people, and civil society development\u201d.<\/p>\n\n\n\n<p>The decree has now entered public consultation, with the Ministry of Finance stating that the allocation framework has been developed following consultations with ministries, public institutions and non-governmental organisations.<\/p>\n\n\n\n<p>HDZ will support the Treasury in ensuring that the enlarged gambling fund is channelled
