{"id":13555,"date":"2026-07-21T11:34:15","date_gmt":"2026-07-21T10:34:15","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=13555"},"modified":"2026-07-21T11:34:17","modified_gmt":"2026-07-21T10:34:17","slug":"council-of-europe-prepares-initiatives-to-regulate-betting-and-prediction-markets-after-the-world-cup","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/07\/21\/council-of-europe-prepares-initiatives-to-regulate-betting-and-prediction-markets-after-the-world-cup\/","title":{"rendered":"Council of Europe Prepares Initiatives to Regulate Betting and Prediction Markets After the World Cup"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">European authorities are planning to tighten the screws on betting activity on international sport following the <strong>2026 FIFA World Cup.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four-week tournament, which concluded on 19 July with a final in which Spain defeated Argentina 1-0 to win the World Cup for the second time in history, once again became a key driver of audience engagement for the international betting industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahead of kickoff, however, <strong>Alain Berset<\/strong>, Secretary General of the Council of Europe,\u00a0made his concerns clear about \u201cbetting on every pass, every card, every corner\u201d during the tournament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBetting has moved from the result of a match to moments a single player can produce without changing the score,\u201d said Berset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Betting, predictions and the World Cup<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berset also expressed alarm at \u201cpolitical influence\u201d over the tournament \u2013 alluding to US President <strong>Donald Trump\u2019s<\/strong> call to FIFA President <strong>Gianni Infantino<\/strong> about <strong>Folarin Balogun\u2019s <\/strong>red card, which would have excluded him from the host side\u2019s game against Belgium, which they ultimately lost 4-1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putting politics aside, however, the betting industry should pay attention to Berset.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Council of Europe, an international body separate from the European Union tasked with upholding European rule of law, has intervened on betting before, and Berset\u2019s viewpoint of the industry seems critical, to say the least.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is an open door to fraud,\u201d he remarked of the betting industry. \u201cAnd this World Cup has opened the door wider. For the first time, FIFA welcomed a prediction market as an official partner, inside the stadiums themselves.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back in May, FIFA partnered with <strong>ADI Predictstreet,<\/strong> a Gibraltar-licensed predictions platform built on the <strong>ADI Chain<\/strong>, the blockchain solution developed by the UAE-based <strong>ADI Foundation.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a partner, ADI Predictstreet branding was seen across stadiums during the World Cup. When the firm partnered with global predictions giant Kalshi, a company valued at $22bn, <strong>Kalshi<\/strong> branding was subsequently seen at stadiums.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A number of people on social media have expressed alarm at how predictions advertise themselves, particularly Polymarket and its partnerships with influencers.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This has added another layer to already intense debates about gambling\u2019s visibility in key European markets like the UK, Italy, Spain, Germany and the Netherlands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The visibility of predictions in Europe is only set to grow further, as Gibraltar positions itself as a leading hub for the emerging sector.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The British Overseas Territory has licensed two companies, the abovementioned ADI Predictstreet and more recently <strong>WagerWire<\/strong>, and last week became the first jurisdiction to launch a dedicated regulatory framework solely for predictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This sector comes with a lot of concerns about integrity, however, chiefly relating to the political markets it offers. These concerns have clearly been taken on board by the Council of Europe when it comes to sport too, however.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Berset is calling on FIFA to start a \u201cthird half\u201d and \u201cto build the integrity framework of the 2030 World Cup before it is played\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By far the most notable action the Council of Europe has taken on sports betting was the adoption in 2019 of the Convention on the Manipulation of Sports Competitions \u2013 best known as the Macolin Convention.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The convention has since been adopted by 43 states and is widely considered one of the most watertight regulatory frameworks for preventing match manipulation and protecting sporting integrity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the final whistle of the 2026 World Cup having sounded last night, Berset now wants to see the Council of Europe and others \u201copen the third half and the urgent work of strengthening the integrity of sport\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>European authorities are planning to tighten the screws on betting activity on international sport following the 2026 FIFA World Cup.
