{"id":13701,"date":"2026-08-05T12:44:15","date_gmt":"2026-08-05T11:44:15","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=13701"},"modified":"2026-08-05T12:44:18","modified_gmt":"2026-08-05T11:44:18","slug":"romanian-authorities-reform-gambling-player-winnings-taxation","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/08\/05\/romanian-authorities-reform-gambling-player-winnings-taxation\/","title":{"rendered":"Romanian Authorities Reform Gambling Player Winnings Taxation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Romania has introduced a new structure of tiered taxes on customer winnings, in force as of 1 August 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new package was agreed by the government of Prime Minister <strong>Ilie Bolojan <\/strong>in July, as part of a new fiscal programme to address Romania\u2019s current budget deficit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Romania\u2019s deficit is Central Europe\u2019s highest, standing at 7% of GDP and above the limit set by the <strong>European Commission (EC).<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Online gaming firms are now subject to higher taxes on gambling winnings under a revised three-tier withholding regime, increasing the state\u2019s share of customer payouts across every tax band.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Winnings of up to RON 10,000 ($2,300) are now subject to a 4% tax, up from the previous 3% rate. For winnings ranging from RON 10,001 to RON 66,750 ($2,300\u2013$15,300), a tax of RON 400 ($92) applies, plus 20% of the amount exceeding RON 10,000 ($2,300).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Winnings above RON 66,750 ($15,300) are taxed at RON 11,750 ($2,700) plus 40% of the amount exceeding the upper threshold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised framework forms part of Bolojan\u2019s first wave of fiscal measures, introduced shortly after taking office in June, as the government seeks to meet commitments agreed with the EC.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside gambling, Bucharest has raised VAT, increased excise duties and tightened taxation across multiple sectors in an effort to strengthen the country\u2019s fiscal position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Romania eyes toughest restrictions on gambling<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The election of Prime Minister Ilie Bolojan and President <strong>Nicu\u0219or Dan<\/strong> in 2025 has renewed momentum behind a broader overhaul of Romania\u2019s gambling laws and licensing framework.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reform agenda is backed by the country\u2019s four-party governing coalition, comprising the <strong>Social Democratic Party (PSD), National Liberal Party (PNL), Save Romania Union (USR) <\/strong>and the <strong>Democratic Alliance of Hungarians in Romania (UDMR).<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the coalition partners, USR has been the strongest critic of the current regulatory regime and the governance of the <strong>National Office for Gambling (ONJN).<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The party has repeatedly called for sweeping reforms of the regulator following high-profile audit findings in 2025, arguing that ONJN should be stripped of some of its supervisory responsibilities and subjected to greater institutional oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It did not help the regulator\u2019s reputation when state authorities recently revealed that they are investigating one former and one current ONJN high-ranking official over alleged corruption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, members of the PSD have continued to advocate tougher consumer protection measures, including proposals to raise the legal gambling age from 18 to 21.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The party argues that stricter controls are needed to address growing concerns over youth gambling participation and gambling-related harm, although the proposal has yet to secure parliamentary approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Romania has introduced a new structure of tiered taxes on customer winnings, in force as of 1 August 2026.
