{"id":13882,"date":"2026-08-27T12:39:16","date_gmt":"2026-08-27T11:39:16","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=13882"},"modified":"2026-08-27T12:40:43","modified_gmt":"2026-08-27T11:40:43","slug":"bulgaria-opens-up-licensing-market-for-affiliates","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/08\/27\/bulgaria-opens-up-licensing-market-for-affiliates\/","title":{"rendered":"Bulgaria Opens Up Licensing Market for Affiliates"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Bulgaria\u2019s affiliate licensing framework is now in full force, with relevant companies expected to exercise full compliance and pursue a licence.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Companies have been told to complete a declaration form, issued by the Gambling Office of the <strong>NRA<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/nra.bg\/wps\/portal\/nra\/actualno\/vuvezhda_se_nov_licenz_za_populyarizirane_na_hazartni_igri_po_zh_ot_1_avgust?TSPD_101_R0=08ccbe9867ab2000b82b850b5eb682458e4947725aaa563657aa6b5f999803c485724ea7d747633b087e3bddfc1430007f57465d9d2d2769185aca7524e45b2eaba327a20bc2eb9f415962d2b59667e9f69384cfbb0b306e18489c6288b21326\">The form<\/a> requires a detailed description of the affiliate\u2019s web pages, any mobile app offering services, all connected social media pages and related video and streaming platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Approvals can be given for either a one-off affiliation activity, affiliate operations for under five years, or a five-year affiliate licence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Changes to how affiliates operate in Bulgaria, which were previously not included in the <strong>Gambling Act<\/strong>, were adopted simultaneously with the approval of the 2026 National Budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leading up to that, Deputy Finance Minister <strong>Luydmila Petkova<\/strong> said that the Ministry of Finance is considering a number of measures to amend the Gambling Act so that \u201c40% of the gambling industry can be moved out of the grey sector into the taxable economy\u201d, which also included affiliates.<br><br>Petkova further revealed that affiliates generate between BGN 450-500m ($268m-$298m) in commissions annually, which are not taxed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New measures now include a two-pronged tax for affiliates, which consists of a \u20ac6,000 ($7,000)fixed annual component, and a 10% variable tax on performance-linked commission, which is calculated by measurable results such as registered accounts and deposits made, among others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the new rules, the <a href=\"https:\/\/sbcnews.co.uk\/marketing\/2026\/07\/22\/bulgaria-gambling-3\/\">Ministry of Finance<\/a> expects around \u20ac100m ($116m) in additional taxes for 2026, increasing to \u20ac150m ($175m) in 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blocking orders will be issued for affiliates that operate without an active licence. The NRA can also order banks and other payment providers to block outgoing transactions to unlicensed affiliates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The affiliates licensing framework has been active since 1 August 2026.
