{"id":13890,"date":"2026-08-31T12:37:08","date_gmt":"2026-08-31T11:37:08","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=13890"},"modified":"2026-08-31T12:37:11","modified_gmt":"2026-08-31T11:37:11","slug":"ukraine-introduces-automatic-restrictions-on-military-access-to-gambling","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/08\/31\/ukraine-introduces-automatic-restrictions-on-military-access-to-gambling\/","title":{"rendered":"Ukraine Introduces Automatic Restrictions on Military Access to Gambling"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ukraine\u2019s gambling regulator has announced a tender to develop software that will automatically restrict military personnel from accessing gambling platforms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine first introduced a ban on military personnel visiting gambling establishments and participating in online gambling in April 2024, during martial law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulator is now seeking to strengthen enforcement of these restrictions through new technological solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>PlayCity<\/strong> has announced a tender to develop a system that will automatically determine a user\u2019s status and block military personnel from accessing gambling services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the regulator, the system will operate using <strong>Trembit<\/strong>, Ukraine\u2019s state data-exchange platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the first stage, the system will check information in the <strong>Register of Persons with Restricted Access to Gambling <\/strong>before cross-referencing it with the <strong>State Register of Military Personnel.<\/strong> Based on the results of these checks, the system will determine whether a user is eligible to access a gambling website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system is currently undergoing testing. The software is expected to be launched once the trial period is completed, which is scheduled to take place by 24 December 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ban on military personnel participating in gambling was introduced as part of broader measures aimed at reducing the negative impact of online gambling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other requirements introduced at the same time included restrictions on gambling advertising, a ban on operators registering multiple accounts for a single player, and mandatory spending limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Year Later<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PlayCity was established in April 2025 to regulate Ukraine\u2019s gambling industry after the <strong>Cabinet of Ministers<\/strong> raised concerns about the potential economic and national security risks posed by the sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since its establishment, the regulator has introduced the <strong>State Online Monitoring System<\/strong>, designed to improve oversight of licensed operators and increase market transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PlayCity is also stepping up efforts to combat the illegal gambling market. As part of these efforts, the regulator is cooperating with platforms such as <strong>YouTube<\/strong> and <strong>Kick<\/strong> to block illegal gambling advertising.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, PlayCity released the second part of a study showing that Ukraine\u2019s channelisation rate stands at 84%.
