{"id":14092,"date":"2026-09-24T08:14:09","date_gmt":"2026-09-24T07:14:09","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14092"},"modified":"2026-09-24T08:14:14","modified_gmt":"2026-09-24T07:14:14","slug":"bulgaria-launches-public-consultation-on-gambling-advertising-restrictions","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/09\/24\/bulgaria-launches-public-consultation-on-gambling-advertising-restrictions\/","title":{"rendered":"Bulgaria Launches Public Consultation on Gambling Advertising Restrictions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Bulgaria\u2019s ruling party<\/strong> is putting amendments to the <strong>Gambling Act<\/strong> up for public consultation, proposing additional restrictions on gambling advertising.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the latest Council of Ministers meeting, Prime Minister <strong>Roumen Radev<\/strong> told journalists that the amendments provide for a \u201cpractically full ban on gambling promotions\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This somewhat contradicts a statement made days earlier by MP <strong>Stefan Belchev,<\/strong> who is a member of Radev\u2019s <strong>Progressive Bulgaria party<\/strong> and Chair of the Economic Policy Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He reportedly told the Bulgarian National Television that the measures being drafted are more likely to bring further advertising restrictions than introduce a blanket ban.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to introduce a new, far stricter model for regulatory control over the sector,\u201d Radev was quoted as saying by the Bulgarian Telegraph Agency (BTA). \u201cThe goal is more transparency, fairer taxation and most importantly, minimisation of gambling harm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe first major change will focus on advertising. We don\u2019t want gambling to be present in the everyday life of Bulgarian citizens. We don\u2019t want aggressive marketing, which reaches young people and children.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For context, the Council of Ministers has the constitutional right to introduce new bills. Meetings are conducted to debate, vote on, and approve draft legislations before it is brought to the National Assembly for a final vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radev\u2019s cabinet will reportedly maintain gambling operators&#8217; right to advertise on sports kits and sporting grounds, but this remains subject to change based on the final consultation texts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his speech, the PM also added that the draft will look to prohibit building-adjacent bright and neon signage used by land-based casinos and gambling halls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Venues will also need to connect all active on-site equipment to the National Revenue Agency\u2019s systems to report real-time data. \u201cSomething that needed to be done a long time ago,\u201d Radev said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radev also mentioned changes to how the gambling sector is taxed. The proposals will include stronger anti-money laundering regulations and mechanisms to prevent tax evasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the BTA, Radev mentioned a potential increase in the base tax rate for online gambling operators, with GGR levies already rising to 25% at the start of this year from the previous rate of 20%. The new tax structure, Radev added, will allow for new pathways to fund sports and education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Foreign operators licensed to operate in Bulgaria and generate revenue from local activities will also be required to register their financial activity in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhoever operates on the Bulgarian market and profits from it will report their activity here, pay taxes here, and be subject to the full control of the Bulgarian state,\u201d the PM said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has also said it will bundle fast-loan changes with its draft gambling reforms aimed at reducing problem gambling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Opposition calls for complete ad shutdown&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of the <strong>We Continue the Change (PP)<\/strong> and <strong>Yes Bulgaria (DB)<\/strong> opposition parties have instead called for much stricter gambling reforms, including a full ban on outdoor gambling advertising and penalties of up to \u20ac150,000 for compliance failures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DB MP Bozhidar Bozhanov argued that the Gambling Act changes introduced in 2024, of which both PP and DB were part, had not achieved the desired results and were constantly being circumvented through loopholes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the opposition\u2019s proposed texts, online advertisements will also be heavily restricted.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, DB\u2019s proposal specifically outlined that infotainment websites owned by gambling operators need to be viewed as circumventing the legal framework.
