{"id":14124,"date":"2026-09-28T12:35:17","date_gmt":"2026-09-28T11:35:17","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14124"},"modified":"2026-09-28T12:36:12","modified_gmt":"2026-09-28T11:36:12","slug":"georgia-unlocks-full-infrastructure-for-international-igaming-licence-regime","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/09\/28\/georgia-unlocks-full-infrastructure-for-international-igaming-licence-regime\/","title":{"rendered":"Georgia Unlocks Full Infrastructure for International iGaming Licence Regime"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After months of planning, <strong>Georgia <\/strong>believes it has created the best foundation and environment to support the next evolution of the iGaming business, expanding in existing markets and new geographies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement comes from <strong>Random Systems Georgia,<\/strong> the Selected Person appointed by the Government of Georgia to regulate gambling in Georgia. Additionally, RSG is a tech and policy advisor to the government that today fulfills the mandate to fully launch an International iGaming Licence regime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Random Systems told <strong>SBC<\/strong> that Georgia will not merely license iGaming operators. Instead, it has developed a multi-dimensional ecosystem that integrates iGaming with all essential value chain components \u2014 including banking and fintech, compliance, BPO and more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The International iGaming License regime was soft-launched in July 2026, developed by Random Systems to align the requirements of the government, Ministry of Finance, Revenue Service, regulators, and the banking sector, under a unified system of governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project\u2019s ambitions were set out at <a href=\"https:\/\/sbcevents.com\/sbc-summit-tbilisi\/?utm_source=chatgpt.com\"><strong>SBC Summit Tbilisi<\/strong><\/a> on 15-16 July, where Random Systems Supervisory Board Member <strong>Vakhtang Katamadze<\/strong> discussed Georgia\u2019s plans with media and gaming entrepreneur <strong>Mr. Nika Gigashvili<\/strong> of <strong>SMH Holdings.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Tbilisi, parliament had accepted legislation establishing permits for the international provision of online casino games, slots and sports betting. Georgian citizens are excluded from participation under the framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The timing matters. Tbilisi already hosts software providers, live casino operators, game studios and customer support operations serving the global gambling industry. This expertise has made Tbilisi the operations and product-development home of iGaming tech giants <strong>Spribe, SmartSoft, Evolution Gaming, Flutter, Entain, Betsson, <\/strong>and more.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet much of the licensing and financial infrastructure those businesses depend on has remained elsewhere. Georgia now wants to capture a larger share of the value created by an industry with a substantial presence on its soil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe believe the foundations are already in place. Now it is time to demonstrate that Georgia can offer the regulatory certainty and institutional confidence international businesses expect,\u201d Mr Katamadze told SBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two months on, the question has shifted from what Georgia intends to build to whether operators will use it. <a href=\"https:\/\/gisg.ge\/\"><strong>Georgia International Strategic Group (GISG)<\/strong><\/a> is promoting the framework internationally as of September 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its offer combines a five-year license with access to Georgian corporate banking and arrangements for gambling-coded MCC 7995 payment processing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGeorgia is not building another licensing jurisdiction. We are building a country-level ecosystem for international iGaming,\u201d Mr Katamadze said in the launch statement supplied to SBC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur approach is simple: if a serious operator chooses Georgia, the system should help that operator succeed. Licensing, banking, payments, taxation, regulation and operational support must work together.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want operators to focus on building their business, not on constantly solving infrastructure problems around it. Our role is to create that stability and predictability in order to make Georgia the place where global iGaming businesses can build, operate and grow.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Georgia\u2019s pitch is shaped by geography as well as infrastructure. While Malta and Gibraltar are established hubs for iGaming businesses, Georgia sees an opportunity to serve enterprises looking toward the CIS, Central Asia, and other markets where relationships, technical capacity, and routes to expansion remain fractured.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are not competing with anyone. We are building for what comes next: operators from the West, tired of taxes and bureaucracy; Asia, looking for clear rules of the game; and the CIS and Central Asia right next door. None of them have a natural home today. Georgia is where these worlds meet \u2014 the technology is already here; now the license and the payments are too.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aim is to become a place from which those businesses can grow, while keeping the international regime separate from Georgia\u2019s domestic gambling market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GISG believes the framework already offers the best terms for business \u2013&nbsp; \u201cWe\u2019re not done yet. 5% on gross gaming revenue. 0% on any reinvested profits. Remote onboarding. No mandatory office required. Georgia is working on the next upgrade, in the operator\u2019s favor\u2026 that we will announce&nbsp; in October.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its published terms also list a 1% regulatory monitoring fee and an annual permit fee. The commercial promise is therefore broader than a low tax rate: Georgia wants operators to see licensing, banking and payments as parts of a unified system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A licence can be created by law; yet confidence must be earned through supervision, reliable banking and operators willing to commit business to the jurisdiction. Georgia has launched the framework. Its next task is to show that the environment and capacity described in Tbilisi can function at international scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTrust is not written into law, it is earned in practice. Georgia is earning it now: banks are onboarding operators, the regulator answers in days, the first licensees are preparing to go live. We are not asking the industry to take our word for it.
