In the US, where they originate from, the general consensus is that they are financial instruments \u2014 offering event contracts on the outcome of various events.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Europe, however, most regulators see prediction offers as a gambling product \u2014 with some exceptions like Gibraltar, which launched a separate framework to regulate prediction markets earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This division was further put on display at <strong>\u201cGlobal Prediction Markets Forum\u201d<\/strong> during the last day of <strong>SBC Summit <\/strong>Lisbon, with figureheads from the likes of <strong>Kalshi<\/strong>, <strong>WagerWire<\/strong>, and Gibraltar\u2019s and Malta\u2019s governments in attendance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cFocus on the technicalities, not marketing\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back to EL\u2019s statement, the organisation urged all relevant stakeholders to treat prediction markets for their legal characteristics and the associated risks they carry, as opposed to the marketing language that accompanies them or the technology such offers have integrated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To achieve optimal understanding of prediction markets and effectively integrate them into the European markets, EL believes that a country-by-country approach is required first, given how different regulatory frameworks are across each Member State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only when the details are ironed out on a national level can an international discussion lead to tangible Europe-wide strategy, EL added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Piet Van Baeveghem<\/strong>, EL Secretary General, concluded: \u201cPrediction markets are developing rapidly, and regulation should keep pace. EL\u2019s position is simple: activities that present similar risks should be subject to similar safeguards.
