{"id":14262,"date":"2026-10-15T08:53:45","date_gmt":"2026-10-15T07:53:45","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14262"},"modified":"2026-10-15T08:53:49","modified_gmt":"2026-10-15T07:53:49","slug":"ireland-excludes-common-online-gambling-tax-from-initial-eu-budget-draft","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/10\/15\/ireland-excludes-common-online-gambling-tax-from-initial-eu-budget-draft\/","title":{"rendered":"Ireland Excludes Common Online Gambling Tax from Initial EU Budget Draft"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In Dublin, the Irish Presidency decided against a proposed review for a common tax on online gambling as part of the <strong>European Union (EU) <\/strong>budget 2028\u20132034.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ireland took the role of chief negotiator of Budget 2028\u20132034 this July. EU member states are due to settle terms on a minimum \u20ac2trn (approximately $2.32trn) plan to fund the bloc\u2019s economic programme and new cycle of projects and directives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The budget will see the EU transform to a new economic plan prioritising spending on defence, energy security, tech innovation and the generational re-skilling of the European workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No gambling tax in first draft<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ireland\u2019s draft plan proposes a \u20ac1.62trn (approximately $1.88trn) spending ceiling in constant 2025 prices, equivalent to approximately \u20ac1.85trn (approximately $2.15trn) in current prices. Of significance, the figures remain subject to agreement and do not represent guaranteed contributions from all 27 member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As it stands, the budget contains no proposal on the application of a common EU levy on online gambling income. The measure was originally proposed by the <strong>Socialists and Democrats (S&amp;D)<\/strong>, a political group of the European Parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal was headed up by Romanian MEP <strong>Victor Negrescu<\/strong>, a VP of the European Parliament and an S&amp;D member. Negrescu proposed a 1% unified tax on licensed gambling revenues across the EU.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Negrescu and the S&amp;D projected that the Common Tax would raise \u20ac2bn\u2013\u20ac4bn (approximately $2.3bn\u2013$4.6bn) annually (circa \u20ac14bn, or approximately $16.2bn, over the budget cycle) for funding and projects supporting education, youth, mental health, addiction prevention and the protection of minors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plans were met with some backlash. The <strong>European Gaming and Betting Association (EGBA) <\/strong>immediately criticised the proposed tax, and the trade body was soon joined by Malta\u2019s government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malta criticised the tax as interfering with the national sovereignty of member states to govern individual gambling markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Common taxes included<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Budget does specify the review of selective taxes on four common sources related to emissions trading, electronic waste, tobacco consumption and carbon offsetting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of distinction to all stakeholders, the Budget maintains the <strong>Corporate Resource for Europe (CORE)<\/strong> proposal that will apply a flat-rate annual lump-sum contribution from all EU businesses generating over \u20ac100m (approximately $116m) in revenues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CORE has been agreed on as a common tax applied during the budget cycle for the specific reason to drastically reduce debt accumulated from the COVID-19 era.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For tobacco, the draft proposes that each member state contributes 15% of an amount calculated from tobacco products released for consumption and the minimum duty rates applicable in that country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First projections cite that common tax plans (excluding gambling) could raise up to \u20ac55bn (approximately $64bn) annually for the EU budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Budget splits remain<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PM <strong>Robert Abela<\/strong>, Prime Minister of Malta, has supported the Budget 2028 initiatives, including common tax policies but not on online gambling. Gambling is a key economic contributor for Malta and other EU member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Support for common EU taxes is led by European Commission President <strong>Ursula von der Leyen<\/strong> and European Council President <strong>Ant\u00f3nio Costa,<\/strong> who argue that economic self-dependence must form a part of the next EU budget cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Strasbourg, the <strong>European Parliament <\/strong>continues to support new EU revenue sources and has identified an online gambling levy as a potential funding measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This position could apply pressure on the Irish Presidency to reconsider the proposal as a mechanism to be introduced during the EU\u2019s 2028\u20132034 budget cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As it stands, the negotiating document remains non-binding, while adoption of the final Multiannual Financial Framework (MFF) requires unanimous Council agreement and the European Parliament\u2019s consent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel!<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In Dublin, the Irish Presidency decided against a proposed review for a common tax on online gambling as part of the European Union (EU) budget 2028\u20132034.
